Standards for a net zero iron and steel sector in India
…path to net zero emissions. Standards for low and near zero emissions steel are a key tool to unlock policies supportive of the transition and other enabling mechanisms, including procurement, access to finance, carbon pricing and emissions trading systems. Such standards include both emissions measurement methodologies and definitions for low and near zero emissions steel. This policy brief reviews experiences internationally and in India related to steel standards for the net zero transition, building from the IEA’s previous work in this area on definitions and emissions measurement methodologies. Areas of emerging common ground and principles for net zero-compatible…

Transitioning India’s Road Transport Sector
Realising climate and air quality benefits India aims to reach net zero carbon emissions by 2070 – a demanding task given the country’s ambitious sustainable development objectives. Road transport currently accounts for a relatively small share in national CO2 emissions, but as India seeks to satisfy the mobility needs of its growing, urbanising and rapidly developing population, energy demand and CO2 emissions from the sector could double by 2050, locking in emissions and putting at risk the achievement of the long-term climate goal. This report, prepared at the request of India’s public think tank NITI Aayog, provides a…

Conditions and requirements for the technical feasibility of a power system with a high share of renewables in France towards 2050
Executive summary France is one of several countries which have pledged to achieve net zero carbon emissions by 2050 to meet its climate change mitigation commitments under the Paris Agreement. To help it reach this goal, the French government recently published a new energy and climate law and the National Low-Carbon Strategy (Stratégie nationale bas-carbone, or SNBC). This comprehensive strategy for achieving carbon neutrality relies largely on energy efficiency, systematic use of biomass and greater use of electricity.France already enjoys extremely low-carbon electricity, owing largely to its nuclear generation fleet built in the 1980s and the…

Clean Energy Transitions Programme 2023
Annual report 2023 The Clean Energy Transitions Programme (CETP) is the IEA’s flagship initiative for accelerating progress toward a global net zero energy system. Launched at the 2017 IEA Ministerial to leverage the Agency’s expertise, insights and influence, the programme has provided world-class analysis, technical assistance and capacity building to support the most ambitious reorientation of the world’s energy systems this century. The CETP’s work is structured across three pillars of activity, with a particular focus on emerging markets and developing economies. The first of these focuses on supporting emerging and developing countries to establish…

Implementing Clean Energy Transitions
…impact of the road transport sector on energy demand, CO2 emissions and air pollution in several selected major emerging economies over the coming decades under several IEA modelling scenarios. Most notably the Announced Pledges Scenario (APS) aims to show to what extent announced ambitions and targets, including the most recent ones, are on the path to deliver emissions reductions required to achieve net zero emissions by 2050.Bringing about a road transport decarbonisation pathway in line with the APS in the selected major emerging economies - Brazil, People’s Republic of China, India, Indonesia, Mexico and South Africa - will require significant…

…the programme’s major achievements in the last year. During this time, the CETP has driven forward an ambitious and impactful agenda, even as the world has contended with multiple overlapping crises. As just some examples, the CETP delivered the Energy Sector Roadmap to Net Zero Emissions in Indonesia, which ministers strongly welcomed at the G20, and has played a key role in shaping Indonesia’s landmark Just Energy Transition Partnership (JETP). Similarly, the IEA has been able to take its engagement to a whole new level with various African countries, such as with its first-ever report on the…

Advancing Decarbonisation through Clean Electricity Procurement
…ultimately, net zero electricity goals. Using the IEA’s regional power system models for India and Indonesia, the report applies quantitative analysis to examine the implications of different procurement strategies for emissions reduction, procurement costs and technology deployment. A key finding is that when companies set more granular goals – such as matching their electricity demand hourly (rather than annually as has been the dominant practice) – it can stimulate deployment of the wider portfolio of flexible technologies needed for net zero transitions in the power sector. The report aims to guide corporates in choosing impactful ways to procure clean electricity. It…

France 2021
Energy Policy Review The International Energy Agency (IEA) regularly conducts in-depth peer reviews of the energy policies of its member countries. This process supports energy policy development and encourages the exchange of international best practices and experiences. In 2019, France put its target to reach net zero emissions by 2050 into law and updated its energy transition framework the following year with a new National Low-Carbon Strategy and 10-year energy plan. However, France’s energy transition has experienced significant delays, and implementation remains challenging despite the many reforms underway. Moreover, new European Union climate goals will compel…

…Policies Scenario from the World Energy Outlook 2023 (WEO-2023), which was published in October 2023 and reflects the policy settings of governments worldwide, but they are above those in the WEO-2023’s Announced Pledges Scenario, which maps out a pathway to meeting all countries’ national energy and climate goals such as India’s pledge to reach net zero emissions by 2070. The Report’s analysis highlights the important structural changes that are underway in India’s energy sector and the need for India, as in other countries, to accelerate the pace of change to get on track for…
