Energy Policies of IEA Countries: Italy 2016 Review
Italy has made strong progress in the development and implementation of energy policy. The most notable improvement has been the development and implementation of a comprehensive long-term energy strategy. The publication of the National Energy Strategy in 2013 sent a strong signal to stakeholders as to the government’s medium- and long-term objectives for the energy sector. It established clear goals: reduce energy costs, meet environmental targets, strengthen security of energy supply and foster sustainable economic growth. Nonetheless, the adoption of the Strategy is only a first step towards achieving the government’s ambitions. Monitoring implementation and maintaining…

…remain. Italy recognises the need to diversify its energy supply portfolio to reduce its heavy dependence on fossil fuels and electricity imports, and to decrease its growing greenhouse gas emissions. In 2008, the government announced its intention to recommence the country's nuclear power program and start building a new nuclear power plant by 2013. To do so, Italy must first develop an efficient process for identifying critical energy infrastructure, including nuclear power, and subjecting it to an effective, streamlined siting and permitting process. Italy will face another major challenge in complying with Europe’s new climate and energy package…

Energy Policies of IEA Countries: Italy 2003
…But Italy also faces some challenges. High reliance on imported oil and gas raises concerns about security of supply. Energy diversification is restricted since there are few options available apart from natural gas, given the limitations of renewable energy as a source of supply. Timely investments in energy production, transportation and interconnection are crucial for security of supply, but they often meet strong local resistance under the devolution of powers to local authorities. In spite of the progress made, continuous monitoring is needed to further develop competition in the gas and electricity markets and enable energy price reductions. While Italy…

Energy Policies of IEA Countries: Italy 1999
Energy Policy Review Energy Policies of IEA Countries: Italy 1999 This IEA report provides a comprehensive, in-depth assessment of the energy policies of Italy, including recommendations on future policy developments. The Italian government is undertaking major reforms in the energy sector. It has started to decentralise energy policy, giving more responsibilities to regions and local authorities. Thus, co-ordination across regions and with the national government is becoming an important issue. In February 1999, competition was introduced in the electricity sector. The Government is also preparing a Legislative Decree to implement the EU Directive on natural gas. In enforcing…

Italy 2023
Energy Policy Review The International Energy Agency (IEA) regularly conducts in-depth peer reviews of the energy policies of its member countries. This process supports energy policy development and encourages the exchange of international best practices and experiences.Since the last review in 2016, Italy has raised its climate ambitions by aiming for carbon neutrality by 2050, and the country is on track to reach its 2030 targets for emissions reductions and energy efficiency. The government has taken encouraging initial steps to overcome the long permitting procedures, administrative burdens and increasing local opposition that have delayed new renewable installations. Italy…

Oil and Gas Emergency Policy: Italy 2010 update
Oil and Gas Emergency Policy: Italy 2010 update In 2007, the IEA published Oil Supply Security: Emergency Response of IEA Countries 2007. This report provided an overview of the IEA oil emergency response system and a detailed look at the specific systems in each IEA country for responding to an oil supply crisis. The report represented the findings of a five-year review cycle of the emergency response mechanisms in IEA member countries. Since the 2007 publication, the IEA has started a new cycle of reviews which now includes reviewing gas emergency policies. Rather than waiting for the completion of…

…diesel LDV sales shares across all vehicle segments since 2017.While the share of diesel LDVs in Italy is far above the global average, sales shares have decreased from 62% in 2005 to 45% in 2019. Throughout this time, the sales share of gasoline LDVs has expanded, along with a growing market for hybrid, plug-in and electric vehicles. In 2019, hybrid LDVs had a sales share of 4.0% followed by electric vehicles at 0.6% and plug- in vehicles at 0.3%. Italy is one of few countries with a significant sales share of compressed natural gas (2…

…national transmission grid development plan annually. Each plan must undergo a strategic and environmental assessment before implementation. After approval of the development plan, individual projects require environmental impact assessments. Several annual plans are still awaiting approval of the environmental assessment, and subsequently the projects announced in the plans cannot start. The average time required to build major lines is around seven to eight years. In order to meet the 2030 renewables targets, significant new grid infrastructure would need to be built to connect new projects and ensure generation can be brought to load centres.Interconnections Italy has cross-border interconne...

Italy Natural Gas Security Policy
…overview Natural gas is a critical energy source in Italy, accounting for almost half of electricity generation. It will continue to play a central role in power generation in the coming decade, particularly as coal-fired capacity is being phased out. In the longer-term, natural gas will retain an important role as the principal source of dispatchable power and a key energy source for the buildings and industry sectors, even if the roles of biomethane and hydrogen grow. With gas consumption unlikely to fall significantly and domestic production remaining limited, Italy will remain heavily dependent on natural gas imports…

Italy Oil Security Policy
…Italy lowered the obligation on industry in both cases. Since its formation in 2014, the public stockholding agency, Organismo Centrale di Stoccaggio Italiano (OCSIT), has been working towards a goal of building up its stockholding level to 30 days of net imports of ‘specific stocks’ by 2024; however, OCSIT paused its stockbuild in 2022 due to market tightness. Thanks to stockholding obligations for industry, Italy has been consistently compliant with its IEA stockholding obligation and has been highly reactive in moving to support the stability of global oil markets in recent months with the release of oil stocks as part…
