Mary Burce Warlick
Deputy Executive Director. Mary Burce Warlick is the Deputy Executive Director of the International Energy Agency (IEA). A retired career diplomat and former U.S. Ambassador to Serbia, Ms. Warlick has held a variety of senior leadership positions at the U.S. Department of State, National Security Council and Department of Defense, serving in Washington and abroad. From 2014-2017 she served as the State Department’s Principal Deputy and Acting Special Envoy for International Energy Affairs and represented the U.S. on the IEA Governing Board Ms. Warlick holds a B.A. in Political Science and an M.A. in Law and Diplomacy.

Dan Dorner
Head of the Strategic Initiatives Office. Dan Dorner took up his duties as Head of the Strategic Initiatives Office at the International Energy Agency in December 2022. Previously, he was Head of Secretariat for the Clean Energy Ministerial (CEM), a global forum tasked with accelerating clean energy transitions. Mr Dorner’s involvement with the IEA goes back more than a decade, having worked as a lead author for the Agency’s flagship World Energy Outlook report and serving as the Executive Director’s Sherpa to the United Nations. Over the years, he has also held a variety of positions in the British government, serving as the UK’s Head of International Energy and as a senior adviser and analyst at the Treasury Department.

Valeria Arroyave Cardozo is a Project Manager at the United Nations Industrial Development Organization (UNIDO), where she leads the Energy Efficiency for Livelihoods in Africa (EELA) Regional Project. The initiative focuses on transforming markets for energy-efficient appliances and services through enhanced policies, increased investments, and the development of sustainable local value chains.Since joining UNIDO in 2021, she has contributed to global efforts in sustainable cooling, energy efficiency, and the critical minerals supply chain, supporting the broader clean energy transition. Previously, Valeria spent five years at the United Nations Development Programme (UNDP), specializing in climate transparency and strengthening national capacities to meet climate commitments through Nationally Determined Contributions (NDCs) and greenhouse gas (GHG) emissions reporting.She holds an engineering degree and a Master of Public Administration and Sustainable Management.
