While no single narrative defines the energy policy shifts in 2025, the cost of living, competitiveness and resilient supply chains emerged as central themes alongside long-standing policy priorities relating to energy security, efficiency and sustainability.
The IEA State of Energy Policy 2026 report provides a unique overview of policy progress in 2025 across all energy sectors and instruments, with a special focus on government spending, energy efficiency regulations, and the contribution of the energy sector to nationally determined contributions and long-term net zero pledges.
This year’s report examines energy security policies since 1973, from oil and natural gas to energy technology supply chains and critical minerals. It also highlights the policy momentum around energy access, particularly in sub-Saharan Africa, taking stock of the policy progress since the IEA Summit on Clean Cooking in Africa in 2024.
The public webinar on 15 April 2026 from 15:00 to 15:30 CEST will feature opening remarks by Laura Cozzi, Director of Sustainability, Technology and Outlooks, followed by a presentation of the report’s key findings by the report authors and questions from the audience.
