IEA at COP31

Event — Antalya, Türkiye

Overview

The IEA is strategic partner of the COP31 Presidency of the 31st United Nations Climate Change Conference (COP31), hosted by Türkiye from 9 to 20 November 2026 in Antalya. Australia, as President of Negotiations, is leading the formal negotiations and the Pacific Pre-COP.

Building on its longstanding engagement at successive COPs, the IEA will participate throughout COP31, including the World Leaders’ Summit on 11-12 November, where Heads of State, Heads of Government and leaders of international organisations will set out their commitments and priorities.

Türkiye's COP31 Presidency is placing a strong emphasis on accelerating action across several energy priorities, including the 35-by-35 electrification ambition, zero waste and methane, efficient buildings and resilient cities, and clean cooking and energy access.

IEA work to support COP31 includes:

  • Providing strategic advice: As strategic partner to the Türkiye COP31 Presidency and to Australia as President of Negotiations, the IEA has helped shape a comprehensive and ambitious energy agenda for COP31. This includes providing policy guidance on the framing and governance of the 35-by-35 Global Electrification Pledge, as well as preparations for key high-level discussions at the World Leaders’ Summit and Energy Day.

  • Delivering analysis and insight: IEA analysis is informing the Presidency’s goals on electrification; zero waste and methane; energy efficiency and resilient cities; and energy access and clean cooking. At the request of Türkiye and Australia, the IEA prepared a special report, Electrification, providing new analysis in support of the COP31 Presidency's ambition of increasing electricity's share of global final energy consumption to 35% by 2035. This work is complemented by IEA analysis on waste and methane, including a Waste Reduction Factsheet, the Global Methane Tracker 2026, and a forthcoming special report on waste and methane to be presented at COP31. The IEA is also preparing a special report on energy efficiency in buildings at the request of Türkiye and Australia, in support of the COP31 Presidency's target for a reduction of at least 25% in the global energy intensity of buildings by 2035.

  • Convening senior decision makers: Throughout 2026, the IEA and the COP31 Presidency have brought together senior decision makers from government, industry, international organisations and civil society through a series of High-Level Energy Transition Dialogues in Paris (30 April), London (23 June) and New York (22 September). These have helped advance the COP31 energy agenda, from establishing the strategic partnership to shaping the Presidency’s priorities and launching the 35-by-35 Global Electrification Pledge.

  • Providing technical support: The IEA is also contributing technical expertise across the Presidency's main energy priorities, helping to develop its key initiatives and put them into practice. In addition, it supports the UNFCCC negotiations through the IEA–OECD Climate Change Expert Group (CCXG), which brings together government delegates and experts from developed and developing countries to build a shared understanding of technical issues in the negotiations and in implementing the Paris Agreement. The CCXG held Global Forums in Paris in March and September 2026. Its recent analysis and convening work covers the Global Stocktake, the Mitigation Work Programme, the Global Goal on Adaptation, transparency and Article 6 of the Paris Agreement.

  • Hosting the IEA Pavilion: The IEA will host a dedicated pavilion at COP31, bringing together the wider energy and climate community for discussions and exchanges about key topics such as electrification, renewables and efficiency, underpinned by IEA data and analysis.
