COP31-IEA High-Level Energy Transition Dialogue

Background information

The COP31 Presidency and the IEA will hold the second in a series of High-Level Energy Transition Dialogues in the lead-up to COP31 in Antalya, Türkiye, bringing together ministers, industry leaders and international institutions to exchange strategic perspectives and help shape practical outcomes ahead of COP31.

The event, which takes place during London Climate Action Week, will be co-chaired by IEA Executive Director Fatih Birol and COP31 President-Designate Murat Kurum in collaboration with the Australian government. Following the successful inaugural dialogue, it will focus on how countries can accelerate the implementation of their energy goals in the context of the Middle East crisis, energy market volatility, supply chain pressures, rising energy demand and heightened energy security concerns. Discussions will also focus on key levers to boost energy security, affordability and sustainability, including electrification, waste reduction, and advancing clean cooking and energy access.

This year’s High-Level Dialogue series builds on those convened in previous years, starting with the COP28 Presidency of the United Arab Emirates in 2023 and continuing with the COP29 Presidency of Azerbaijan and the COP30 Presidency of Brazil.
