COP29-IEA High-Level Energy Transition Dialogue

Background information

The COP29 Presidency and International Energy Agency (IEA) are convening the third in a series of high-level energy transition dialogues ahead of the COP29 climate summit in Baku, Azerbaijan, in November. The dialogues – co-chaired by IEA Executive Director Fatih Birol and COP29 President-Designate Mukhtar Babayev, and held in close partnership with the United Nations Framework Convention on Climate Change (UNFCCC) Secretariat – aim to continue building international consensus around pathways to drive energy sector emissions to net zero and limit global warming to 1.5 °C. They are a continuation of the successful series co-chaired last year by the IEA and the United Arab Emirates’ COP28 Presidency.

The third dialogue focused on COP29 will be hosted by the European Union during the UN General Assembly in New York City. It will focus on actions countries can take to swiftly translate the energy commitments they made at COP28 into concrete policies, including through their next round of Nationally Determined Contributions (NDCs) under the Paris Agreement. It will also explore further opportunities ahead of COP29 for international collaboration in order to close remaining gaps in ambition and implementation.

Participants are set to include Brazil's Secretary for Climate Change Ana Toni, Portugal's Minister for Environment and Energy Maria da Graça Carvalho, Republic of the Marshall Islands Climate Envoy Tina Stege, Singapore's Minister for Sustainability and Environment Grace Fu, United States Secretary of Energy Jennifer Granholm and United States Special Climate Envoy John Podesta – as well as COP28 CEO Adnan Amin, Green Climate Fund Executive Director Mafalda Duarte, CEO and Special Representative for Sustainable Energy for All Damilola Ogunbiyi and Hitachi CEO Andreas Schierenbeck.
