Background information
The Clean Energy Transitions in Emerging Economies (CETEE) programme works with selected emerging economies to implement actions to fulfil global clean energy and climate targets in line with the Paris Agreement, the energy pledges made at UNFCCC COP28, national Net-Zero targets, while contributing towards the EU external policy objectives and the IEA global engagement strategy.
The IEA is currently finalising the second phase of the programme (CETEE-2), which builds on the successful results and findings of the first phase of CETEE (2020-2022). CETEE-2 has run from January 2023 to September 2025, and has provided support and analysis across four interrelated components:
- Improved data and statistics,
- Decarbonisation of the power sector with renewables,
- Investment and financing in climate-resilient energy assets and infrastructure, and
- Tracking clean energy innovation and partnerships.
As CETEE-2 draws to a close, a hybrid final workshop will be held in Brussels and online, co-hosted by the European Commission and the International Energy Agency. The workshop will showcase some of the key outputs of the programme and feature contributions from representatives of selected emerging economies, sharing how CETEE-2 has supported their policies and national work, highlighting the breadth and impact of the work achieved.
