ASEAN-IEA Webinar: Regulatory Frameworks and the role of Governments in Buildings Policy Development

Governments play a critical role in developing the framework for supporting the transition to zero-carbon and sustainable buildings. National and local governments have an ability to develop ambitious strategies to outline the pathway to a zero-emission, efficient and resilient buildings and construction sector. These strategies should focus on early action due to the current high construction rates in Asia.

Government regulators can reduce future energy demand in buildings through progressive mandatory energy codes that focus on adopting standards for building fabric performance and include replicable and locally adapted strategies for mitigating energy demand through passive design, natural ventilation, insulation, shading, and low-emissivity windows. There are also significant opportunities for developing and expanding minimum energy performance standards (MEPS) and improve energy performance requirements covering all major appliances and systems.

Relevant government agencies can develop national and local renovation and financing strategies to accelerate implementation and achievement of decarbonisation and energy savings goals and use these as means of addressing the pandemic recovery. The regulatory framework they can set out and direct will be the focus of this webinar.

The webinar will inform and gain feedback from government audience on actions and strategies that would support implementation of regulations and policies being proposed in the Roadmaps.

Roadmaps Towards Sustainable and Energy Efficient Buildings and Cooling in ASEAN

This webinar is part of a collaborative project between the IEA and the ASEAN Member States through the Energy Efficiency and Energy Conservation Sub Sector Network, the ASEAN Secretariat and the ASEAN Centre for Energy and is supported by the ASEAN-Australia Development Cooperation Program Phase II (AADCP II) to develop regional roadmaps for buildings and space cooling. This event aims to bring together expert policy makers from local and national governments, academics, and international organisations from across Southeast Asia to share their knowledge and experience on buildings energy efficiency. Their expertise will be invaluable to inform the roadmap process.
