Northern Shaanxi to Hubei power transmission project

The ±800 kV UHV DC project power transmission project aims to contribute to the development of the western and central regions of China as part of the 13th Five year power plan. The total investment of the project is 18.5 billion yuan to be operational in 2021. Upon completion the northern Shaanxi energy base will supply the Hubei load center and transmit 40 billion kWh of electricity every year, providing the supply from Shaanzi to meet the demand in Hubei. This is one of the first UHV transmission upgrades, providing 1,137 km of line and a rated transmission…

Rules for supervision and administration of central SOEs energy conservation and ecological environmental protection (draft for public consultation)

As of 27 January 2021, more than 29 SOEs responded to President Xi’s announcement on China's 2060 carbon neutrality vision by presenting carbon neutrality plans or drafting strategies. Few have announced specific timelines but more are expected to do so following the approval of the 14th Five-year Plan in March 2021. Draft rules classify state owned enterprises (SOEs) based on their energy consumption level and emissions level of main pollutants, and offer preliminary assessment criteria. Under those, SOEs are to:  - control their energy consumption level;- improve their energy efficiency;- reduce pollutant emissions;- control GHG emissions; - actively…

Law on Air Pollution Prevention and Control

The Law on Air Pollution Prevention and Control is the most important overarching framework law on China's air pollution regime, aimed at protecting and improving the environment, preventing and controlling air pollution, safeguarding public health, promoting the ecological infrastructure development and facilitating sustainable economic and society growth. It comprehensively addresses China's air pollution prevention and control of air pollution from coal and industrial activities as well as other pollution sources. It also promotes joint regional air pollution prevention and control to collaborate efforts to reduce air pollutants such as volatile organic compounds and greenhouse gases. The regulation directs…

Emission Standard of Air Pollutants for Onshore Oil and Gas Exploitation and Production Industry

The Emission standard of air pollutants for onshore oil and gas exploitation and production industry is China’s first pollution emission standard for the oil and gas industry. The standard goes into effect on 1 January 2021 for new facilities and 1 January 2023 for existing facilities. While the regulation mostly targets volatile organic compound and sulfur dioxide emissions, some of the rules influence controlling methane emissions. On restrictions to flaring and venting, the standard stipulates: (1)   Closed processing should be applied throughout the whole flow path of collecting, processing, and transporting the products of the oil and gas wells…

GB/T51141-2015 Evaluation Standard for Green Retrofit of Existing Buildings

The evaluation standard for green retrofit has been put in place due to the extensive building stock in China, which exceeded 50 billion m2 in 2015. Of those existing buildings, about 30-50% had experienced safety failure or deterioration of building functions as well as poor indoor environmental quality. Therefore, a comprehensive framework encouraging the green retrofit of existing buildings was put in place, including this evaluation standard to assess the overall performance of the buildings. The evaluation is comprehensive and assesses the following aspects of a building:

                Planning and architecture
                Structure and material
                HVAC
