Energy efficiency and building renovation programmes under the National Recovery and Resilience Plan (PNRR) and REPowerEU
Romania’s revised Recovery and Resilience Plan includes €2.9 billion for energy-efficiency renovation and seismic consolidation of residential and public buildings. The programme supports insulation, heating system upgrades and improved energy performance. Implementation has been expanded through REPowerEU (2024–2025), including household voucher schemes providing up to €20,200 for renovation, solar PV and storage, particularly targeting vulnerable households. The programme aims to increase renovation rates and reduce energy consumption across the building sector.

Energy Efficiency Grant
Launched in 2022, the grant was initially intended for companies in the Food Services, Food Manufacturing, and Retail sectors. It was enhanced in 2024 to include more sectors, including Manufacturing, Construction, Maritime, and Data Centres and their users. The enhanced grant also aim to fold in the Energy Efficiency Fund (E2F). It provides two tiers of support – a base tier to provide support for pre-approved EE equipment up to S$30,000; and an advanced tier up to $350,000 to support companies for larger investments that drive greater energy efficiency.

Improving energy efficiency in enterprises (I001)
Energy efficiency measures for enterprises will be supported if recommended in an energy audit, assessing energy consumption and proposing measures for buildings, technological equipment and means of transport. Measures include improving thermal protection of buildings, improving efficiency of existing equipment, introducing energy monitoring systems. Supported through OP KŽP (2021–2023) and Programme Slovakia (2024–2030). Coordinated by the Ministry of Investment, Regional Development and Informatisation; implemented by SIEA.
