                Preferential Loan Programmes offered by the Reconstruction Loan Corporation (KfW)

                …systems ("solar power generation"), for the new construction of energy saving houses ("ecological construction") and for modernisation measures in the housing inventory ("housing modernisation"). As of 2009, the KfW Renewable Energies Programme incorporates the Solar Power Generation Programme, the Environment Programme and the previous Renewable Energy Programme. The KfW-Mittelstandsprogramm applies to private companies. Additionally, the KfW-Infrastrukturprogramm is only programme which applies to municipalities, public institutions and Non-profit-Organisations. The latter targets the energetic modernisation of communal buildings (e.g. schools, kindergartens).                 Petroleum Supply and Demand Optimization Act

                The purpose of this Act is to taking measures to secure proper oil supply and reduce oil use in case of emergency. Japan’s demand restraint measures would range from light-handed measures (e.g. accurate information sharing and energy saving campaigns) to heavy-handed measures (e.g. limitations in oil use in specific industrial sectors, oil products limitation for end-users and allocation of oil).

                ENERG programme

                The ENERG programme started in 2021 to provide preferential interest-free loans to small, medium and large businesses in the capital city of Prague to finance energy-saving projects. The loans are provided by the National Development Bank of the Czech Republic and the overall allocation is CZK 90 million.

                Ecuador Electricity Master Plan 2016-2025 (PME)

                Ecuador's Master Plan of Electrification, under the guidelines of the National Development Plan, optimizes the use of power generation resources taking advantage of the energy potential based in renewable sources, encourages efficient use and energy saving, providing a service with the highest coverage, quality, and safety.The plan defines the extension of generation, transmission, and distribution within the national interconnected system and Galapagos of Ecuadorian electric sector, for 10 years (2016-2025).

                National 13th Five-Year Scientific and Technological Innovation Plan

                The National 13th Five-Year Scientific and Technological Innovation Plan (Guo Fa (2016) No.43) was issued and implemented by the State Council of China in July 2016. It refers to accelerating the development of clean and efficient use of coal as well as new types of energy-saving technologies through to 2030, including an emphasis on efficient coal power generation, clean coal conversion, and CCUS in coal-fired power generation.

                Action Plan for Promoting the Production and Application of Green Building Materials

                Green building materials here are referred to as those that exhibit characteristics of “energy saving, emission reduction, safety, convenience and recycling”, which help to lower the natural resource impact and ecological footprint over the lifecycle of building materials.
                 
                The goal of the action plan is to significantly increase the proportion of green building materials, with specific targets to:


                Increase the proportion of green building materials in the construction industry to 20%
                Decrease energy intensity of building materials industry by 8% compared to 2015 values
                Decrease emissions of nitrogen oxide and dust of per unit added value of building materials industry…

                Guidelines for the Evaluation Label of Green Building Materials

                The guidelines for the evaluation of green building materials were developed to accelerate the use of green building materials and standardise green building material evaluation and labelling.
                 
                Classified as green building materials are those that exhibit characteristics contributing towards energy saving, emission reduction, safety, convenience and recycling.
                 
                The label is to include information on the following items:


                Name and address of the application company
                Product name, product series, specifications/models
                Evaluation benchmark
                Green building materials grade
                Date and validity period of issuamce
                Issuing authority
                Green building materials evaluation agency
                Certificate number
                Other results of the evaluation.

                Green and High-Efficiency Cooling Action Plan

                In June 2019 China released its “Green and High-Efficiency Cooling Action Plan”. The key tasks include: raising space cooling MEPS at or above developed standards levels, support the development of more efficient cooling technologies and enhance cooling-related energy-saving retrofits.

                Urban and Construction Code of the Republic of Azerbaijan

                Article 57 of the Urban and Construction Code of the Republic of Azerbaijan, dated 2012, underlines that construction premises should compile with energy saving and energy efficiency requirements.
                Cabinet of Ministers Decision on “Rules on increasing energy efficiency in construction premises and saving energy resources” dated 11 March 2014, N0: 73. These rules underlines general requirements for project documents of construction premises and energy saving measures.

                Lviv Soft Loan Programme for Solar Thermal Systems

                Since 2009, Bank Lviv has offered residents across the Lviv region a subsidised interest rates to finance energy-saving measures, including the set-up of solar thermal systems. A 20% of the interest rate will be transferred back to the customer’s account a month later.
