Replacement of old cars
For some years the government has maintained its PREVER Programme (formerly RENOVE) through the Ministry of Science and Technology. The programmes aim is to encourage the replacement of old cars to achieve environmental improvements and better road safety. In accordance with Royal Decree Law 6/97 of 9 April 1997, the programme applies to automobiles over ten years of age and light industrial vehicles over seven years. It reduces the car registration tax by up to EUR 721 when scrapping of the old vehicle (priority is given to leaded gasoline vehicles) is guaranteed.

Environmental Requirements in the Procurement of Vehicles
The Act on environmental requirements in the procurement of vehicles and certain public passenger transport services came into force 1 July 2011, aims at adapting the Directive 2009/33/EC on the promotion of clean and energy-efficient road transport vehicles. Public authorities who purchase cars or lease them for at least one year are to take into account the car's energy and environmental impact throughout their entire period of use in the procurement process. The energy and environmental impact can be specified in monetary terms and is to be included in the evaluation of tenders.

The "modal shift" project aimed to reduce road traffic and related GHG emissions be moving freight from trucks to cargo ships between French and Spanish ports.

The Green Fuels Challenge
The Green Fuels Challenge aims to stimulate industry to develop practical proposals for alternative fuels. The budget in 2001 announced reductions on the duty on biodiesel and further reductions on the duty on road fuel gases. It also included duty reductions or exemptions for pilot studies for vehicles running on alternative fuels, in particular fuels for use in fuel cells, such as hydrogen and methanol.

The law is fixing on a yearly basis the percentage of renewable energy, mainly biofuels, to be incorporated by economic operators selling petrol and diesel for road transport on the market, according to the provisions of the directive 2023/2413 amending directive 2018/2001 on the promotion of the use of energy from renewable sources. The percentage, based on energy content is fixed at 9%.
