Operation of Building Infrastructure Systems
The project Operation of Building Infrastructure Systems of Energy 2000 promotes the practical optimisation of the operation of heating systems by encouraging all involved parties, from manufacturers to service engineers and on to janitors, to use the existing energy saving potential of 10 to 15% through correct operation and maintenance. More than 2 500 janitors have received instructions. Energy 2000 check-ups for heating systems are available for private house owners.

Government spending for apartment buildings retrofits
The Estonian Ministry of Economy launched a new round of energy efficiency subsidies for apartment buildings retrofits with EUR 80 million budget. Depending on the building size and location, the subsidies can cover 30% to 50% of costs of complete retrofits of apartment buildings with energy efficiency class C or lower, or to cover the replacement of furnaces, gas or electrical heating by renewable energy heating systems or district heating. In 2009 Quebec established Cap and Trade System for Greenhouse Gas Emissions Allowances system in order to limit the emissions and encourage energy saving and growing shares of renewables in the consumption in the highest emitting sectors (i.e. transportation, industry and building). This measure started in 2009 and involves a reduced VAT rate on labour for work performed on housing for the purpose of energy saving. The reduced VAT rate is applicable to the labour component in the process of installing insulation material and (insulating) windows. The VAT rate is reduced from 21% to 6%.
