                Russia Sanctions Act 2022

                In 2022, New Zealand announced a range of sanctions and trade measures against Russia in response to Russia’s invasion of Ukraine.The sanctions include export and import prohibitions as well as a 35% tariff on all Russian imports into New Zealand. Export prohibitions are also applied to energy products such as ammonia, photovoltaic cells not assembled and other photosensitive semiconductor devices, hydrogen, primary cells and primary batteries of manganese dioxide, heat pumps, among other products.

                State credit facility supporting companies experiencing liquidity issues

                In May 2022, the Spanish government set up a EUR 10 billion credit facility for companies and independent workers impacted by the global energy crisis aggravated by Russia's invasion of Ukraine. The facility provides loans supporting business liquidity.

                On Energy Efficiency in Buildings, On Commercial Metering of Utility Services, and On the Energy Efficiency Fund

                In 2017 the Parliament approved the important laws - On Energy Efficiency in Buildings, On Commercial Metering of Utility Services, and On the Energy Efficiency Fund. The adoption of this legislation enabled government to create the Energy Efficiency Fund of Ukraine (EEFU). As of December 2018, the government has already adopted the required secondary legislation to launch the EEFU which expected to be fully operational by March 2019. The affordable financing from the EEFU will target energy efficiency improvement of multi-apartment buildings managed by homeowners associations.                 Law on Promotion of Biological Fuels Production and Use (No. 1391-VI)

                …of Biological Fuels Production and Use No. 1391-V is to save fossil fuels, decrease Ukraine’s dependency from energy imports, increase its energy security and decrease the negative impact on the environment caused by burning fossil fuels. This four objectives will be achieved via promotion of biofuels in Ukraine.

                Law on Alternative Liquid and Gaseous Fuels

                Adopted in 2000, the law on alternative liquid and gaseous fuels introduces the framework for financial mechanisms to stimulate biofuels and other alternative fuels that are not necessarily renewable in order to stimulate their increase up to 20% of the total amount of fuel consumption in Ukraine by 2020.

                VAT and Customs Duties Exemptions

                Exemption from excise duties and VAT until the end of 2019 for the import of equipment for generating electricity form renewable energy is granted, provided that, similar goods are not manufactured in Ukraine. Tax relief was introduced with Decree of the Cabinet of Ministers "On importing onto the customs territory of Ukraine of energy-conserving materials, equipment and spare parts” on 14 May 2008.

                Programme to develop biodiesel production

                The Cabinet of Ministers adopted a programme to develop biodiesel production in December 2005. The programme stipulates that Ukraine will produce and consume approximately 520 000 tonnes of biofuels in 2010. An investment of about EUR 170 million is to be invested in equipping biofuels production plants and developing energy crop fields.


                In 2006 the government adopted measures to boost biodiesel production further, with the objective of reaching 623 000 tonnes annually by 2010, and to simultaneously increase rapeseed harvest to 7.5 million tonnes.

                Recent trends and policy update Heating is the world’s largest energy end use, accounting for almost half of global final energy consumption. Industrial processes are responsible for 53% of the final energy consumed for heat, while another 44% is used in buildings for space and water heating and, to a lesser extent, cooking. The remainder is used in agriculture, primarily for greenhouse heating.
