Government Work Report: 13th National People's Congress - Development of transportation project
China’s State Council issued major guidance to ministries and the State Assets Commission (which overseas major enterprises) to promote “green transformation” of society and the economy. The document sets out broad goals for state action, which will be developed into targets during 2021.
It includes a strategy to expand domestic demand and accelarate the transformation of the economic growth model. The government will notably develop major transportation and water conservancy projects, and increase the national railway development capital by CNY 100 billion.

Carbon neutrality target before 2060
China’s President Xi Jinping announced in a statement to 75th Session of the UN General Assembly that China will aim to have CO2 emissions peak before 2030 (previous NDC language said peak around 2030) and strive for carbon neutrality before 2060.

Interim Measure on the Management of Offshore Wind Farm
China's National Energy Administration (NEA) and State Oceanic Administration (SOA) jointly implemented the Interim Measure on the Management of Offshore Wind Farm, regulating every aspect of offshore wind development. The 38-related articles stipulate that offshore wind farms concessions must be allocated through a competitive public bidding process taking into account offered prices, technical abilities and forecasted performance results. Developers must be Chinese-funded companies or Sino-foreign joint ventures (with at least 50% Chinese ownership).The regulation also imposes a two year inactivity period from the end of the tender process before any construction work can starts.

Austria is committed to reaching climate neutrality by 2040. Over three quarter of electricity generation already comes from renewables, with a target of achieving a 100% renewable electricity supply by 2030 (national balance). This requires investments to make networks more resilient and flexible, optimise demand side management, and updating the legal and regulatory framework to allow more consumer participation. Wind
Wind has significant potential to boost growth in global renewable capacity
Electricity generation from renewables is expected to increase by 60% through 2030 – rising from 9 900 terawatt-hours (TWh) in 2024 to 16 200 TWh by the end of the decade. Wind accounts for almost a third of growth, second only to solar PV, which accounts for 60%.
Although wind power continues to face supply chain issues, rising costs and permitting delays today, global capacity is still expected to nearly double to over 2 000 gigawatts (GW) by 2030 as both advanced and developing economies tackle these barriers.
