Extending the VAT relief available for the installation of energy saving materials (ESMs)

To help households improve energy efficiency and keep energy costs down – as well as supporting the country's long-term Net Zero ambitions – the UK government is extending the VAT relief available for the installation of energy saving materials (ESMs), from April 2022. The Value Added Tax (Installation of Energy-Saving Materials) Order 2022 amendments are:The relief will no longer be restricted by the social policy conditions or the 60% test.Wind and water turbines will be added back to the list of ESMs.A temporary zero rate will be introduced with effect from 1 April 2022 until 31…

13th Five-Year Comprehensive Work Plan for Energy-saving and Emission Reduction

…Plan with a strategic overview of policy priorities and activities to achieve the energy-saving and emission reduction targets outlined in the 13th Five Year Plan. The Work Plan specifies energy saving actions across all end-use sectors of industry, buildings, agriculture and transport as well as highlighting circular economy as a priority. In addition to sector-specific goals and actions, the work plan also elaborates on the following cross-cutting work areas:

Scale up of technology deployment and services
                Improve enabling framework of policies
                Establish and improve market mechanisms
Implement energy conservation and emission reduction targets
                Strengthen monitoring framework

…forth in 1999 has grown since.Related policies include developments in 2005:The mandatory energy efficiency label identifies a product's efficiency on a scale of 1 to 5, with one being the least efficient and 5 the most. Labels must be present at the point of sale of any product covered by the mandate. Manufacturers are required to submit product performance information to CELC but allowed to print the label on their own products and product literatures.Initially covering only two products, today the mandatory energy efficieny label covers:room air-conditionerhousehold refrigeratorelectric washing machineself-contained air-conditionerself-ballasted…

Environmental Protection Act, Recognised list of energy saving measures (EML)

As a result of the Agreement on Energy for sustainable growth a set of Recognised Lists of Measures (in Dutch, EML Erkende Maatregelenlijst) has been added to the Activities Decree under the Environmantal Protection Act. This should further enhance identification of energy saving measures by companies that have a pay back time of less than 5 years. The parties to the energy agreement have facilitated this identification of measures with such lists described per sector.

In 2015 the first batch of Recognised Lists of Measures was published, followed by others later on.

The Business Pool administered by the Danish Energy Agency provides subsidies to companies in Denmark to help finance energy and carbon dioxide saving projects. The grant covers up to 50% of the cost of an eligible project. Examples of projects that can receive grants include the replacement of boilers with heat pumps or district heating, the establishment of heat recovery systems, and replacement of lighting by LED. The application procedure was simplified as of November 2022.

Grant Scheme to Encourage the Use of Renewable Energy Sources and Energy Saving in Homes (2024-2025)

Cyprus introduced a 2024-2025 grant scheme providing financial support for households to install renewable energy systems (notably solar PV) and implement energy efficiency upgrades. The programme targets energy affordability and energy poverty, offering subsidies of up to 75% for vulnerable households for measures such as insulation and rooftop solar. It forms part of a broader national funding envelope exceeding €500 million for energy transition and efficiency measures.
