Emission Standard of Coalbed Methane/Coal Mine Gas (trial)
China’s Emission Standard of Coalbed Methane/Coal Mine Gas is the nation’s first regulation that directly regulates methane emission. Although labelled as a “trial”, it has been effective and enforced since 1 July 2008 and will likely be updated as a result of the 14 Five-year Plan (2021-2025). It has set specific technological, equipment, permitting, and monitoring requirements for mine gas and coalbed methane emissions. The standard obligates coal mines to set up permanent surface gas drainage works or underground mobile pump station drainage works if one of these three conditions listed is met:The gas…

Bounty System
China conducted a call to create incentives for impactful R&D in critical minerals, electric vehicles, energy storage, and hydrogen. The government publishes a list of specific research obstacles submitted by stakeholders and encourages applications from consortia of parties, such as companies, financial institutions, research institutions, and universities, to address those obstacles. Selected research teams are evaluated and compete to earn further funding.

13th FYP on Coalbed Methane Extraction and Utilization
China has started promulgating coalbed methane-specific Five-Year Plans (FYP) since the 11th FYP (2006 – 2010). In 2016, China has announced the latest coalbed methane FYP, as a guiding framework document on the industry development 2016 - 2020. The Plan explicitly recognised accelerating the development and utilisation of coal mine gas as a strategy to reduce greenhouse gas emissions. It included specific quantitative goals of coalbed methane extraction and utilisation, including a target utilisation rate of 50% by 2020, compared to 35.3% in 2015.The Plan identified a number of policy options that can support utilisation of coal mine…

The Notice on New Energy Demonstration City and Industrial Park
China plans to construct demonstration city relaying extensively on renewable energy sources for heating and electricity needs. Project will be backed with financial support from governmental budget. In order to facilitate and manage the project New Energy Demonstration City Fund will be created.
In order to benefit from the support from the Fund, renewable energy consumption of projects must be higher than 3% of total energy demand.
There are detailed specifications and requirements for the utilization of wind, solar, biomass and geothermal that were established by the National Energy Administration in May 2012.
