Bonus-Malus: vehicle CO2 bonus and penalty system

…purchase vehicles that emit the least CO2. On purchase, a bonus is paid to people acquiring vehicles that emit less than 105g CO2/km (threshold valid on 1st January 2013). Conversely, a purchase tax ("malus") applies to cars that emit over 135g CO2/km (idem). The bonus ceiling for electric vehicles was raised from €5,000 to €7,000 in 2012, up to a limit of 30% of the total cost of the vehicle including tax; that relating to hybrid vehicles has been doubled to €4,000, up to a limit of 10% of the total cost of the vehicle…

Basic customs duty exemption for lithium-ion cell manufacturing material imports

The Indian Ministry of Finance provided basic customs duty (BCD) exemptions on the import of capital goods and machinery for the manufacturing of lithium-ion cells, to be used for electric vehicles. Duties for lithium ion cells previously ranged between 5% to 20%. This measure was announced in the 2023-24 Annual Budget and remains in effect until at least March 31, 2024.

                Funding of transport charging stations

In order to drive the required growth in EV adoption and ensure that EVs become a viable alternative to internal combustion engine vehicles, the Government intends to put in place a series of measures supporting the rapid development of EV charging infrastructure. Adequate charging infrastructure is an essential prerequisite to ensure that electric vehicles become accessible to a large majority of citizens, and charging infrastructure must not become a sticking point in the development of the electric vehicle ecosystem. The Government is in the process of developing an aid scheme to 1. Support for publicly accessible charging infrastructure;  2. Support…

In particular, the lithium battery supply chain will underpin growth in an array of clean energy technologies from electric vehicles to energy storage to support wind and solar power. Several recent reports commissioned by the Biden administration have underscored the need for the United States to develop and sustain a robust workforce for the domestic battery supply chain and for the entire transition to clean energy. As part of the President’s 100-Day Supply Chain Review for the Energy Sector Industrial Base, the US Department…

French fund to retrain foundry workers in the auto sector

As part of an updated action plan to support changes in the automobile sector announced in May 2020, France launched a EUR 50 million fund in April 2021 to retrain foundry factory workers as it shifts its internal combustion-based automotive industry toward the production of electric vehicles. The French government will contribute EUR 30 million and car manufacturers Renault and Stellantis will contribute EUR 20 million. France currently has 355 foundry factories employing about 30 000 workers, with half of them linked to the automotive industry. A prospective study by the French metallurgy observatory on jobs and skills in…
