Laura Cozzi
Director, Sustainability, Technology and Outlooks. Laura Cozzi was appointed the International Energy Agency’s Director of Sustainability, Technology and Outlooks in 2023. She leads and co-ordinates the IEA’s work on energy sustainability, encompassing energy technology policy and climate change. She is also the Agency’s Chief Energy Modeller, and in this capacity co-leads the World Energy Outlook, the IEA’s flagship publication series.Ms Cozzi joined the IEA in 1999 as a junior analyst in the World Energy Outlook team. She has co-led many editions of the Outlook and led multiple special reports. Prior to joining the IEA, Ms Cozzi worked for the Italian energy company ENI S.p.A. The IEA Emission Factors Package integrates monthly and quarterly emission factors with the IEA Emission Factors and the IEA Life Cycle Upstream Emission Factors databases The IEA Emission Factors Package integrates the yearly IEA Emission Factors and the yearly IEA Life Cycle Upstream Emissions Factors databases. Head of Environment and Climate Change (ECC) Unit. Sara Moarif has been head of the Environment and Climate Change Unit at the IEA since late 2019. In this role she oversees a range of internal and external work on energy and environment policy issues, from carbon pricing systems in the power sector to the climate resilience of energy systems, along with IEA participation in the OECD-IEA Climate Change Expert Group and parts of the IEA's international climate-related engagement.

Chief Executive Officer, Clean Cooking Alliance. Dymphna van der Lans is the Chief Executive Officer of the Clean Cooking Alliance (CCA). Dymphna brings more than 25 years of experience managing and leading global development, energy, and climate initiatives in the nonprofit and private sectors. Most recently, she led international corporate engagement with the World Wildlife Fund’s Climate & Energy team. Previously, she worked with the Clinton Foundation as CEO of the Clinton Climate Initiative and has served as the senior director for public policy programs at the German Marshall Fund of the United States. Dymphna has also served as the director of global renewables, infrastructure, and energy efficiency at a specialist investment banking firm in London, and for seven years at BP, where her last appointment was as BP Alternative Energy’s director of distributed energy markets.

German Climate Action Programme - National Fuel Emission Allowance Trading Act (BEHG)
…within the framework of the European emissions trading scheme. Companies trading in heating oil, natural gas, petrol and diesel are required to acquire pollution rights in the form of emission certificates. When a company places for example heating oil, liquefied petroleum gas, natural gas, coal, petrol or diesel on the market, it will need one certificate for every tonne of CO2 that will eventually be emitted by the products they place on the market. In this way, the Federal Government aims to incentivise the switch towards more sustainable heating and transportation, by rewarding low-carbon companies and penalising polluting ones…
