…fuel intensive energy mix driven by a high demand for transportation fuels, notably from transiting freight trucks and commuters. Despite this demand, the country is committed to reducing emissions. Its climate law sets targets for a 55% emission reduction by 2030 and climate neutrality target by 2050. The government has adopted numerous measures to push for energy transition, including a carbon tax which was introduced in 2020 and encouraging renewable generation through subsidies and auctions. Several programmes also support energy efficiency in buildings, industry and transportation, with a target for 49% of all passenger cars to be electric by 2030.

Offset Additional Registration Fee
Uptake of electric vehicles has been slow, however. A SGD 20 000 (USD 16 000) offset against a car’s
Additional Registration Fee (ARF), which increases progressively with the original manufacturer’s value,
is available on vehicles that emit no more than 100 grams of CO2 per kilometre; cars with high carbon
emissions incur a corresponding ARF surcharge (Singapore Land Transport Authority, 2014). The semiannual
road tax also favours electric over petroleum-powered vehicles. However, remaining taxes on
electric vehicles, which do not differentiate between purely electric and other low-emissions alternatives,
make electric vehicles among the most expensive options… -
