Hydrogen Roadmap
…to develop a sustainable hydrogen market by 2030 and beyond, focusing on production, imports, infrastructure, and applications across various sectors. Key goals include producing at least 80 PJ of renewable hydrogen by 2030, equivalent to 6-8 GW electrolysis capacity, and scaling up offshore electrolysis. Investments will be directed towards creating a national hydrogen transport network, enhancing storage capacity, and supporting innovation in hydrogen technologies. The roadmap emphasizes collaboration between public and private sectors, setting clear targets, ensuring safety, and fostering social acceptance to achieve climate neutrality and establish the Netherlands as a central player in the global hydrogen market.

Recognized certification schemes from RFNBO
Voluntary and national certification schemes ensure compliance with EU sustainability rules for biofuels, bioliquids, biomass fuels, and renewable hydrogen (RFNBOs). The European Commission adopted delegated acts on renewable electricity sourcing and emission savings methodology.
By May 2025, three voluntary schemes were approved: CertifHy, RedCert, and ISCC EU.
In April 2025, ISCC EU was used by DEKRA to certify:

Second auction of European Hydrogen Bank (EHB)
EUR 1.2 billion total, with EUR 200 million for maritime. Max EUR 250 million per project, €4/kg ceiling, 10-year subsidy. Only price is considered. Limits: 25% Chinese stacks, 2.5 years to financial close, 5 years to operation.

Hydrogen Guarantee of Origin
After a trial period of the HyXchange exchange platform initiative, the renewable hydrogen guarantees of origin (GO) start to be issued from October 2022. The company Vertogas, a subsidiary of Gasunie that already provides Guarantees of Origin for biogas, was designated by the Minister to do the same for hydrogen, and has created a certification system. This system is currently valid only in the Netherlands, and the platform is supported by several companies among which Gasunie, the Port of Rotterdam and the Port of Amsterdam.

H2 Global CfD auction for Hydrogen
…CfD auction for hydrogen projects established in 2022, and it is notable for using a double auction whereby bidders for contracts to buy hydrogen supplies and bidders for contracts to supply hydrogen (or ammonia, methanol or synthetic kerosene) offtake may be shortlisted separately. An intermediary signs 10-year CfDs that make up the difference between the prices offered by the two sides with public money. In 2024, the Netherlands joined the initiative and a USD 430 million CfD contract was awarded for ammonia supply from Egypt to Europe. In 2025, a second auction worth USD 2.7 billion was launched.

RABA/IKARUS Project (AIJ)
The RABA/IKARUS project seeks to transfer technology to enable Hungarian industries to produce buses with compressed natural gas engines. The technology will be provided by Deltec, a producer of gas-fuelled engines, and the TNO research organisation, both in the Netherlands. Participating firms are the Hungarian RABA, producer and installer of bus engines, and IKARUS, the Hungarian bus manufacturer. It is estimated that some 3-4 000 buses (mostly diesel powered) provide transportation in the major Hungarian cities. Lower Value Added Tax on isolation
…Until 1 January 2014 the reduced rate for insulation activities also applied to the materials and to all other maintenance and renovation work, but as of 1 January 2014 the reduced rate only applies to the labour involved in installing insulation material. However, there was also an expansion in the measure - as of 1 January 2014 the labour component involved in the installation of (insulating) windows also falls under the reduced VAT rate. All consumers in the Netherlands pay VAT when acquiring energy saving measures, which is why the reduced VAT rate is applied very frequently for energy saving measures.
