Achieving the aim of carbon-neutrality by 2050 will require substantially accelerating the deployment of low-carbon technologies by 2030, to address regulatory and institutional barriers and further enhance competition in energy markets. It will also be important to develop different decarbonisation scenarios and to prepare for the possibility that certain low-carbon technologies, such as nuclear, might not expand as quickly as hoped. Stronger reliance on market-based instruments, such as carbon pricing, could be one policy option for Japan to cost-effectively reduce emissions, foster innovation and further increase the country’s high level of energy efficiency.

                …and Energy Transition Law that was approved in May 2021, the Spanish government plans to work with local governments to discourage the use of private vehicles in favour of shared use systems and other modes of transport such as walking and cycling.                 Preferential Interest Borrowing Facilities for Residential Buildings

                Preferential interest borrowing facilities are offered to collectivities wanting to carry out energy savings renovations in buildings. The state support is designed to help pay the interest on the loans provided by financial institutions for the implementation of energy efficiency projects, if the residential building does not meet the heat-engineering standard. In the case of prefabricated technology-based residential buildings, composed of at least ten apartments, the interest subsidisation amounts to two-thirds of the interest charged by the financial institution. Through the implementation of new technologies and systems improvements, companies across the United States are achieving immediate savings results. The programme provides: - Informational resources and tools - Technical assistance - Demonstrated emerging technologies Coverage includes industrial systems (such as compressed air, motors, process heating, and steam systems) as well as plant-wide assessments where plants are selected through a competitive solicitation process, and these plants agree to a minimum 50% cost-share for implementing the assessment. A BestPractices team conducts an on-site analysis of total energy use.

                Voluntary agreement of the German automotive industry

                In addition to the self-imposed commitment of the automotive industry for estimation of energy savings, in future the effect of Regulation (EC) no. 443/2009 of the European Parliament and of the Council of 23 April 2009 setting emissions standards for new passenger vehicles in the framework of the overall concept of the Community for the reduction of CO2 emissions of passenger vehicles and light commercial vehicles will be included in this area (cf. EU Regulation on the CO2 emissions of new cars).

                Support for replacement of energy-inefficient appliances with more energy-efficient ones, including return of energy-intensive products to e-waste collection. Consolidated from three previously separate measures: replacement of white goods (CECED), energy-efficient lighting through voluntary agreements, and replacement of other appliances and control equipment.                 National Electricity Conservation Programme (Buildings)

                The Procel Buildings programme focuses on improving the energy efficiency of electricity consumption in buildings. Buildings account for approximately 50% of total electricity consumption in the country, and represent an area of significant energy savings potential. The programme seeks to encourage the conservation and efficient use of natural resources (water, light, ventilation, etc.) in buildings, reducing waste and environmental impact, as well as energy efficient technologies and practices.
