…save energy, or who plan to use renewable energies since 2003. Credit terms vary between ten and twenty years with a redemption-free initial phase of two to five years. Interest rates depend on the credit rating of the applicant. The annual percentage rate ranged between 4% and 7% in 2006. Normally, the interest rates are slightly below market level. A maximum of 50% of the total investment is eligible for funding. Loans taken out with this programme can be combined with loans offered under the KfW-Environment-Programme. Traditionally the main beneficiary of the ERP-Environment and Energy-Savings…

It was established by presidential decree in 1987, as a legal entity whose primary aim is to promote renewable applications (solar, wind, hydro, geothermal, biomass) and energy efficiency. Since 1999, CRES operates as the national coordinating centre for these activies. CRES has laboratories for certification of RES technologies, carries out studies for the determination of the physical as well as technical and economical potential of RES and participates effectively in the evaluation and monitoring of the investments implemented in the sector, including the energy savings field.

Finance Law 2009: Sustainable energy provisions

The 2009 Finance Law contains various provisions to increase support of renewable energy. Some of the primary measures are described below. Eco-loan: 0% loan for energy-efficient renovation (Art. 99) The Law also creates a zero-interest loan programme for major renovation activities. The aim is for energy savings to allow repayment of the loans capital. Activities that can be covered under the loan include: -Thermal insulation for roofs, exterior walls, and exterior glass surfaces; -Installation, regulation or replacement of heating or hot water systems; -Installation of heating or hot water systems using renewable energy. The loan amount is…

Reducing the energy intensity of public buildings (S001)

Support for renovation of public buildings applying the energy efficiency first principle, with the aim of reducing final energy consumption. Where relevant and feasible, renovation includes installation of renewable energy sources and application of green infrastructure elements (green roofs, green walls, rainwater harvesting). Eligible expenditures include preparatory investment works including energy audits and certificates, studies and project documentation. Minimum medium-level renovation required (primary energy savings 30–60%), with support intensity varying from 85% for 30% savings to 100% for savings exceeding 60%. Target groups: public administration entities, non-governmental non-profit organisations, churches. Coordinated by the Ministry of Investment…

…Energy Use is Korea’s five-year economy-wide energy efficiency and demand-management strategy for 2025–2029. It targets final energy consumption of 211.0 million toe by 2029 and an 8.7% improvement in energy intensity compared with 2024. Sectoral savings targets include 4.7 million toe in industry, 3.6 million toe in buildings and 2.0 million toe in transport. The plan also provides around KRW 2 trillion in loans and subsidies for industrial energy-saving facilities by 2030, expands KEEP 30 to more than 200 sites, strengthens building efficiency rules and promotes AI-based energy…

Data reporting specifying the building’s energy consumption and carbon emission are also required. Compared to previous building codes, the regulation puts more emphasis on post-construction buildings operational management (not only the materials and construction process), requires comprehensive measurement and disclosure of energy consumption and carbon emissions, and increases ambition for energy savings through energy efficiency. Carbon emissions: The Code requires that the carbon emission intensity of new residential and public buildings should be reduced by an average of 40% on the basis of the energy-saving…
