Petroleum (Exploration and Production) Act, 1991
The Petroleum (Exploration and Production) Act, 1991 sets out the licensing regime for reconnaissance, exploration and production of petroleum. Operators may carry out petroleum operations only upon obtaining the necessary license and entering into a petroleum agreement with the Ministry of Mines and Energy. Applicants for licenses may be required to carry out environmental impact studies by the Ministry. Offshore Petroleum and Greenhouse Gas Storage (Resource Management and Administration) Regulations 2011
These regulations establish the requirements for petroleum operations in offshore areas to ensure that operations are carried out in accordance with good industry practice and to ensure that regulatory authorities receive necessary data about offshore operations. The regulations require companies to notify the authorities of the results of exploration activities, submit field development plans and well management plans prior to beginning production, and to submit periodic production reports detailing the amount of hydrocarbons produced, flared or vented, among other requirements.

EU Climate and Energy Package: Quality standards for fuels and biofuels
On 6 April 2009 the EU Council of Ministers adopted the final texts of the energy and climate change package negotiated in December 2008. The package aims to meet the EUs goal of reducing greenhouse gas (GHG) emission levels 20% from 1990 levels by 2020. It comprises six legislative texts, covering:
- a revision of the EU emissions trading scheme (ETS);
- emissions reduction targets for sectors outside the ETS;
- a framework for carbon capture and storage (CCS);
- fuel quality standards;

Revised national budget 2021-2022: Energy investments
Allocations from Ministry of Petroleum and Energy regarding energy investments in the revised state budget 2022. These include an increase to the allocation for CO2 management by NOK 390 million, to NOK 3,840 million in 2022. Furthermore, the government proposes NOK 65 million for studies and ground investigations of the seabed on the Southern North Sea II and Utsira North. An additional grant of NOK 10 million is also proposed to map how existing and new industries affect other sectors and ecosystems.

The Omnibus Energy Act adopted in 2018 aims to launch the special auctions decided on in the coalition agreement.
