Government Report on Medium-term Climate Change Plan for 2030 – Towards Climate-Smart Day-to-Day Living
Provisions on the medium-term climate policy plan have been laid down in the Climate Change Act (609/2015).
The plan sets the emissions reduction target for greenhouse gases to 2030 and specifies the actions to be
taken to ensure that the targets are reached and that they are compatible with the long-term climate change
objective.
The plan applies to the non-emissions trading sectors, i.e. the so-called effort sharing sector. This comprises
transport, agriculture, building specific heating, waste management and F-gas emissions. Together with the

…initiatives across 11 areas of the hydrogen value chain targeting commercial deployment by June 2028. Each project should demonstrate technological progression, commercial potential, substantial carbon reduction benefits, and replicable frameworks. For hydrogen production, electrolyzers should be of at least 100 MW predominantly powered by paired renewable energy, with no more than 20% of renewable power fed into the grid. Minimum length for hydrogen pipelines is 100 km and minimum size for storage projects is 20000 Nm3. DOE Awards for Small Businesses Developing Technologies to Cut Emissions and Study Climate
The U.S. Department of Energy announced awards totaling more than USD 68 million for 53 small businesses that are solving scientific problems. Funded projects include advanced subsurface energy technologies, high performance materials for nuclear application, and development of tools for integrating and utilising complex data from chemical, geological and biological sciences.

Clean Fuels Production Credit (IRA 45Z)
USD 2.9 billion (estimated by the Joint Committee on Taxation) for FY2025 to FY2028. Production tax credit for fuels produced between 2025 and 2027. Eligibility: Fuels should have less than 50 gCO2-eq/mmBTU. Incentive: Sliding scale with a maximum of USD 0.2/gal for non-aviation fuels and USD 0.35/gal for aviation fuel. These are increased by 5 if producers meet prevailing wage and registered apprenticeship requirements. The incentive is inversely proportional to the emission rates

Programme for Climate Change - Sustainable Transport
The Programme for Climate Change encourages sustainable transport under several policies, including investment support for the installation of biogas plants to encourage the production of biomethane and include it in the transport sector. A number of subsidies are included, such as 1000 EUR for scrapping an old vehicle and buying a less polluting one. Additionally, a subsidy of 4000 EUR will be granted for individuals who purchase a new electric car and 2000 EUR for second-hand vehicles. Subsidies will also be given to businesses which build alternative fuels infrastructure stations and vehicle purchase.

The energy implications of events in the Middle East
…expected to transform market dynamics. But markets remained tight in the first two months of 2026, and depleted storage coming out of the heating season in the Northern Hemisphere is set to increase the call on LNG in the months ahead.
An extended loss of output from the Ras Laffan facility in Qatar could significantly exacerbate this market tightness. Production was shut down following an Iranian attack on the facility on 2 March.
