                Biodiesel blending requirement

In February 2009, Decree Law 49/2009 instituted mandatory quotas for use of biofuel in diesel blends, requiring that these contain at least 6% biodiesel (B-6). The quota is to rise to 10% in 2010. The law establishes the use of Biofuel Certificates (CdB) for compliance purposes. The General Directorate of Energy and Geology (DGEG) will issue one CdB to producers for every 1000 litres of biofuel destined to substitute for fossil fuels in the transportation sector. Diesel distributors must register with the DGEG and demonstrate ownership of sufficient certificates to comply with the minimum biofuel quota. The DGEG…

The Hydrocarbon Regulation and Control Agency (ARCH) is the technical-administrative body in charge of regulating, controlling and supervising technical and operational activities of the different segments of oil and gas industry. The regulation does not have methane provisions, but establishes requirements that may affect related emissions, including safety measures and operational procedures for the different sectors of oil and gas industry. Furthermore, it states that developers shall conduct their activities in accordance with applicable standards and safety regulations, as well as…

While the Act applies only to new buildings, it leaves room for individual German States to enact policies addressing the existing building stock. Owners of buildings that are to be newly erected are obliged by the EEWärmeG to use a certain percentage of renewable energy for heating purposes (water and space heating). The minimum percentage depends on the renewable energy technology used. Various alternative measures are also permitted: - Energy Saving Regulation (EnEV…

                Electricity market liberalisation

On 18 June 2008 the European Parliament voted on provisions unbundling the European internal energy market. The Parliament also authorised national authorities to require system operators to give priority to generating installations using renewable energy sources or waste or producing combined heat and power-- except when the safety and reliability of the grid is compromised. Member States may also require that electricity revenues from domestic consumers be spent to fund energy efficiency. In addition, the Parliament decided on a number of consumer protection measures, including access to smart meters within 10 years of the directives entry into force. The provisions…
