Law on Energy and Climate Fund

…The money is to be dedicated to the promotion of an environmentally-friendly, reliable and affordable energy supply, for instance with respect to energy efficiency. Originally revenue was meant to come mainly from a contractual agreement of the nuclear power plant operators with the German state that skims off part of their extra profits, from parts of the nuclear fuel rod tax and the auctioning of emission allowances as of 2013. As a consequence of the nuclear power exit from 2012 onwards, only the revenues from European emissions trading will flow (but completely and directly) into the Energy and Climate…

Pursuant to Articles 19, 56 and 81 of the Gas Business Act, gas utilities are obliged to compile and submit plans on the supply of gas and the installation and operation of gas facilities every fiscal year. Emergency response measures require coordination at three levels (individual company level, industry level and cross-industry level).

Law No. 15/012 of 1 August 2015 on the general hydrocarbon regime

The Law sets the regulatory framework for oil and gas production in the Democratic Republic of the Congo. Prospecting, exploration and exploitation activities are subject to the control and inspection of the Minister responsible for Hydrocarbons, and the rights to explore and exploit hydrocarbons are granted under a production sharing contract. The State, through its national company, constitutes and maintains a minimum level of stocks of all categories of petroleum products equivalent to sixty days of consumption.

Measures for increasing competition in the natural gas market and transferring the ensuing benefits to final customers

…with the mandatory ceilings on the market share. This ceiling can be raised to 55% in case an operator commits itself to building new storage capacity in Italy for a total of 4 bcm within five years. The decree introduces measures for increasing competition in the natural gas market aiming at transferring the ensuing benefits to final customers, increasing storage capacity, supporting the security of supplies and enhancing flexibility in the gas system. To achieve this target, compensation to municipalities interested by the construction of new storage fields has been provided. Furthermore, in 2011 AEEG is expected to publish a…

…set out in the National Emergency Plan for Fuel (NEP-F). They range from light-handed measures to the allocation and rationing of oil products. In a disruption that requires central government action, light-handed measures are preferred. Light-handed measures include: communication strategies to disseminate the relevant information quickly and to reassure the public to limit panic buying; demand-reducing measures, such as speed limit reductions and voluntary demand reduction campaigns; and the relaxation of regulations that affect the supply or use of petroleum products (e.g. gasoline, diesel, heating oil, and LPG) – such as those relating to drivers’…

Renewable Energy Sources Act (Erneuerbare-Energien-Gesetz EEG)

This Act aims to double the share of electricity produced from renewable energy by 2010. The Act replaces the Electricity Feed-In Law of 1991. The obligation to give grid access to renewable energy plants and purchase the electricity at premium prices is shifted from the utilities to the grid operators. The tariffs are set for each individual technology, based on its actual generation cost. For an individual plant, the remuneration level stays fixed over twenty years, with the exception of wind power. A high remuneration is paid for a fixed total production of wind electricity. After reaching the limit…

Germany has had prescriptive building energy efficiency requirements since 1977. The first performance-based code was introduced following the implementation of the EPBD in 2002. The 2009 version and supporting policies encompasses many progressive aspects including, low maximum u-values established relevant to climate, mandatory computer simulation, air-tightness requirements, well established incentive schemes…
