The Law sets the regulatory framework for oil and gas production in the Democratic Republic of the Congo. Prospecting, exploration and exploitation activities are subject to the control and inspection of the Minister responsible for Hydrocarbons, and the rights to explore and exploit hydrocarbons are granted under a production sharing contract. The State, through its national company, constitutes and maintains a minimum level of stocks of all categories of petroleum products equivalent to sixty days of consumption.

This Act aims to double the share of electricity produced from renewable energy by 2010. The Act replaces the Electricity Feed-In Law of 1991.
