National Hydrogen Strategic Outlook

The country currently produces about 240 ktpa of hydrogen for methanol (50%), urea (33%) and refining. Scenarios to 2050 foresee growth to 520 ktpa and 1.2 Mtpa by 2050 (Balanced and Accelerated scenario respectively) with 60-85% for exports. This would require 9-17.5 GW of renewables, out of which almost two thirds is offshore wind. Production costs for early 2030s are estimated to be EUR 2.9/kg for low-carbon hydrogen and EUR 3.6-4/kg for renewable hydrogen

Renewable Transport Fuel Policy 2023-2025
The updated policy continues to provide a framework for ongoing consultation, analysis and review towards meeting targets set out in the Climate Action Plan 2023 and European obligations for renewable energy supply for use in transport. The policy sets out a pathway to incentivise supply of renewable transport fuel through annual increases in the renewable transport fuel obligation rate to 2030, as well as ensuring European sustainability and greenhouse gas reduction criteria are adhered to.

Operation of the industry decarbonization scheme (I002)
Auction scheme aligned with investment policy conditions set in Reform 2 of the Recovery and Resilience Plan. Supported projects must achieve at least 30% reduction in greenhouse gas emissions compared to the reference period. Projects include decarbonisation of steel production via electric arc furnaces and decarbonisation of grey cement production. Coordinated by the National Implementation and Coordination Authority (NIKA).

Released in Budget 2025, Canada's Climate Competitiveness Strategy positions climate action as a lever for "boosting competitiveness and building a strong economy". The strategy advances aims to increase investment certainty, and commits to strengthening industrial carbon pricing and developing a post-2030 price trajectory. The strategy also announces plans to introduce legislation to deliver a clean electricity investment tax credit and enhance existing clean technology tax credits by expanding eligibility.

National Public Procurement Strategy
The Swedish Transport Administration (Trafikverket) in its infrastructure projects applies procurement requirements related to mitigation of embodied carbon. The system applies GWP limits on a project level, and sets the criteria on maximum carbon emission levels for reinforcement steel (for the projects of a certain budget). A minimum of 15% reduction in climate impact compared to 2015. This will be increased to 30% in 2025, then 50% in 2030
