                This legislation establishes a general regime for hydrocarbons, defining that the Ministry of Hydrocarbons is responsible for the development, management and implementation of this policy. It also defines that the national oil company (SONAHYDROC – La Société Nationale des Hydrocarbures) is entitled to a compulsory and non-assignable participation of at least 20 % in all oil and gas developments.

                The Petroleum Licensing (Exploration and Production) (Landward Areas) Regulations 2014

                The Regulations were passed for the Petroleum Act 1998 and prescribe the model clauses to be incorporated in petroleum production licences for onshore areas. Under clause 2, the Oil and Gas Authority (OGA) grants to the licensee exclusive licence to explore for and exploit petroleum in the respective onshore area. The OGA, however, retains the right to grant a methane drainage licence in respect of the whole or any part of the licensed area.                 Germany’s Commission on Growth, Structural Change and Employment

                As part of its efforts to halve energy-related CO2 emissions by 2030, Germany intends to phase out coal-based power. To reach a broad social consensus on the coal phase-out plan, the federal government established a Commission on Growth, Structural Change and Employment (also known as the Coal Commission) in June 2018. It brought together representatives of environmental associations, scientists, trade unions, economic and energy associations, and representatives from the affected regions.                 Ban on export of petoleum products by road

                To prevent a shortage of oil products on the domestic market, the Ministry of Energy adopted a joint order “on some issues of export of oil products from the territory of the Republic of Kazakhstan.” It provides for the introduction of a six-month ban on the export of gasoline, diesel fuel and certain types of oil products from the territory of Kazakhstan by road. Exceptions include exports in gas tanks provided by the manufacturer of motor vehicles and installed in accordance with the specifications, as well as in separate containers with a volume of more than 20 L.
