This decree transcribes the EU directives to regulate the gas market in Italy. It also includes regulations over storage activities, of which the overall volume relating to strategic storage is established annually by the Ministry of Economic Development, with minimum volume equivalent to at least 30 consecutive days throughout the entire seasonal peak period. Petroleum Act (Act of 29 November 1996 No. 72 relating to petroleum activities)
The Act sets forth the licensing system for offshore petroleum production. It indirectly regulates methane by authorizing the regulator to set limits on venting and burning/flaring of product. “Burning of petroleum in excess of the quantities needed for normal operational safety shall not be allowed unless approved by the Ministry” (§4-4). Upon application, the Ministry determines for certain periods the quantity of petroleum that can be produced, injected or cold-ventilated (§4-4). Framework conditions to finance hydrogen infrastructure
Includes rules on regulated third-party access, no tariff exemptions, and a 10% capacity reserve for short-term contracts, along with principles for state risk hedging.
The government will fund export pipelines to Germany to support offshore wind development. In 2026, the TSO plans to allocate 80% of network capacity on a first-come, first-served basis, with 20% through auctions. 2023 Amendment of the Renewable Energy Sources Act (EEG 2023)
The objective of the amendment to the Renewable Energy Sources Act is to further increase the speed of the deployment of renewable energy in Germany in a cost efficient manner. This is to be achieved through improvements in the regulatory approval of renewable energy plants which are presumed to be in the overriding public interest, increased renewable energy target and tender volumes, and a number of further improvements for new investments in particular in onshore wind and solar energy. Additional measures are included to improve the local acceptance of renewable energy projects.

Renewable Energy Sources Act (EEG 2023)
Germany updated its Renewable Energy Act (Erneuerbare-Energie-Gesetz, EEG) in 2023 to align with the 1.5 degree path of the Paris Climate Agreement. The EEG 2023 put in place more ambitious renewable expansion goals and improved the framework conditions for renewable energies. As part of the EEG, Germany aims to meet at least 80% of its electricity consumption through renewable energies by 2030.
