National Strategic Development Plan 2012/13 - 2016/17 (NSDP)

…NSDP) is a medium-term plan aligned with a long-term plan of Vision 2020 that guides country’s developments in all sectors.
One of the goals enlisted in the Plan is to develop green energy infrastructure to improve safety and reliability of electricity supply. Also the goal is to improve energy access via expanding electricity distribution network to greater number of households.
The Development Plan indicates solar energy, onshore wind and hydropower with pump storage are key renewable technologies that country will be developing. Energy efficiency and biofuels development are also indicated as of great importance for the country.

                Energy policy 2025

The Rwanda Energy Policy provides a framework for the sustainable development of energy resources to support national socio-economic transformation and improve living standards. The policy prioritises private sector investment, energy efficiency, and enhanced national capacity to ensure affordable, reliable service delivery. It targets universal electricity access by 2030 and a complete transition to clean cooking by 2035. These milestones support Visions 2035 and 2050.

The National Energy Policy Council (NEPC) announced intent to finalize the new National Energy Plan (known as NEP 2024), which contains the updated Alternative Energy Development Plan (AEDP).  The government included a consumption target of hydrogen fuel for on-road transportation at 4 kiloton of oil equivalent (ktoe) by 2037 in the new AEDP 2024.  The plan is to commercialize hydrogen fuel by 2035 if it is commercially feasible.

The final report of a national commission set up in 2005 "to present a concrete strategy to break Swedens dependence on oil by 2020" outlines measures aimed at securing long-term energy supply, reducing climate impact and making better use of energy resources from forestry and agriculture. Targets proposed by the Commission on Oil Independence include improvements in overall energy efficiency of at least 20%, 40-50% cuts in the use of petrol and diesel in road transport, 25-40% less oil in industry, and a complete phase-out of oil used in the heating of residential and commercial buildings…
