California Energy Efficiency Obligation
…face statutory energy savings obligations. Efficiency targets for electricity and gas utilities are set based on a legal standard of "all potentially achievable cost-effective" efficiency savings. Current goals: electricity, average goal for IOUs of about 1.15% of retail sales electricity through 2024. Natural Gas: Incremental savings target of 0.56% through 2024. Targets are expected to double as a result of a new law - SB350. Eligible energy efficiency measures include lighting, advisory, HVAC, appliances, process pumps, air compressors, building retrofits, windows, and refrigeration. Energy Development Guidelines for 2007-2016
The Energy Development Guidelines for 2007-2016 aim to provide short- and long-term strategy for the efficient distribution and use of energy resources as well as to:
Increase security of energy supply;
Diversify energy sources;
Increase the share of electricity derived from renewable energy sources in Latvia’s total energy consumption and to increase energy self-sufficiency;
Improve the country’s energy supply infrastructure;
Support further energy market liberalisation;
Create suitable conditions for further integration with EU energy market;
Comply with obligations and targets resulting from the Kyoto Protocol and the Latvian Mitigation Programme 2005-2010.

Climate protection programme 2026
The climate protection programme 2026 puts forward 67 measures with the objective to save more than 25 million tons of CO2 in 2030, and making Germany less dependent on fossil fuel imports. Additional funds totalling €7.6 billion will be made available from 2027 to 2030 through the Climate and Transformation Fund, along with an additional €400 million from the special fund.

Federal Buildings: Energy Efficiency Management
In June 1999, the President issued Executive Order 13123 requiring each Federal agency to improve energy efficiency by 35% percent below 1985 levels by 2010 in its buildings and by 25% (relative to 1990) in its laboratories. This will reduce annual GHG emissions by 2.4 million tonnes of carbon equivalent with savings of more than USD 750 million a year. The President further required each federal agency to cut greenhouse gas emissions by 30 percent relative to 1990 levels by 2010.
