                Pilot Programme for Mineral Oil Tax (MOT) Relief on Biofuels

                Launched under the Finance Act 2004, this programme will provide MOT relief for pilot biofuels projects in a number of categories as follows: Pure plant oil - 6m litres Biodiesel - 1m litres Bioethanol - 1m litres Under the scheme for pilot biofuel projects, MOT relief will be awarded through a competitive process in which applicants will be invited to submit proposals for consideration. The scheme concentrated in particular on pure plant oil.

                Act on the Emergency Action Plan for tackling serious disruptions to Oil or/and Oil Products Supply

                Article 6 establishes measures for emergency scenarios where it is necessary to reduce demand. Compulsory measures are divided into following five categories, including restricted operation, use and mandatory use of alternative fuels.

                Mineral oil tax

                Mineral oil tax applied 1975 €“1992 when it was superseded by CO2 tax. Re-introduced in 2000, due to increase of electricity tax. Exemptions include fisheries, sea and coastal water transport and fish oil and fish meal production. Pulp and paper industry pays low rate of NOK 0,126 per litre. Ordinary rate NOK 1,590 per litre in 2014.

                Temporary reduction of the Tax on Petroleum Products (ISP)

                As part of its October 2021 "Extraordinary package of measures on fuels" enacted in response to the global energy crisis, the Portuguese government implemented a temporary reduction of the Tax on Petroleum Products (ISP) for gasoline and diesel from 16 October 2021 to the end of January 2022. Through this measure, the ISP rate for gasoline is reduced by 2 cents per litre and by 1 cent per litre for diesel.

                Petroleum Supply and Demand Optimization Act

                The purpose of this Act is to taking measures to secure proper oil supply and reduce oil use in case of emergency. Japan’s demand restraint measures would range from light-handed measures (e.g. accurate information sharing and energy saving campaigns) to heavy-handed measures (e.g. limitations in oil use in specific industrial sectors, oil products limitation for end-users and allocation of oil).

                Oil Stocking Order 2012

                The Order sets the requirements for stockholding of oil and petroleum products in the United Kingdom. It fulfils its stockholding obligations by imposing stockholding obligations on commercial entities.

                Temporary control measures for gasoline, diesel retail prices

                The National Development and Reform Commission announced temporary control measures regarding retail prices of gasoline and diesel, starting on the 30th of March 2026.

                Act on Emergency Stocks

                This law aims at setting stockholding obligations of actors engaged in extraction, production, trading, storage or transportation of oil and oil products, along with measures to solve the oil emergency if required. Importers and distributors are obliged to pay a fee to ensure the maintenance of emergency stocks by the Agency for Emergency Stocks of Petroleum and Petroleum Products.

                Act No. 91-45 of 1 July 1991 on petroleum products

                Refineries, importers, buyers and distributors of petroleum products are required to build up, hold and maintain security stocks in order to ensure a regular supply to the country. The amounts of this surcharge and the rules for its application are set by order of the Minister responsible for energy.

                Interest Cut for Energy Savers

                The Ministry of Finance and Economys (MOFE) energy measures in preparation for rising oil prices include cutting interest rates for model companies using alternatives such and solar energy and wind force. More than 150 model companies are expected to benefit from this measure cutting the current 5.25 percent to 3 percent per annum in the near future with the government action. The loan rate cut is expected to encourage more and more companies to consider seeking alternative energy sources, according to MOFE officials.
