Fund management guidelines for industrial transformation and upgrade (made in China 2025)
The fund management guidelines were set out to support the implementation of the Made in China 2025 strategy. The fund will support projects in the key areas outlined in Made in China 2025 strategy. These include smart manufacturing, smart consumer goods, green manufacturing etc.
Financial support for these project is provided through different forms.

Massachusetts Energy Efficiency Obligation
In 2009, the government of Massachusetts introduced an energy efficiency obligation for all sectors except transport, covering electricity and gas to achieve a yearly energy savings per year of 2 177 GWh. Obligated parties include electricity and natural gas distribution companies. For electric, yearly incremental energy savings targets began at 1.4% in 2010, ramping up to 2.94% by 2016. NMEEE includes four specific energy efficiency initiatives under its umbrella. These enhanced energy efficiency measures are aimed at facilitating energy intensive industries (industries that consume large quantities of energy in production process) to reduce their energy footprint and catalyze investments in the energy efficiency sector.

Wisconsin Energy Efficiency Obligation
In 2011, the government of Wisconsin introduced an energy efficiency obligation for all sectors, covering electricity and gas. Obligated parties include electricity and natural gas utilities. The obligation seeks to achieve an energy savings per year of 1 063 GWh. The most recent Quadrennial Planning Process revised the energy efficiency goals for the 2015-2018 period.
