                Warmer Kiwi Homes

                In 2018 the Government introduced the Warmer Kiwi Homes programme (a four year programme making $142.5 million in grant funding available for insulation and heating).

                The programme provides grants to low-income households for insulation and heating retrofits, and is administered by the Energy Efficiency and Conservation Authority (EECA). To be eligible for an insulation grant under this programme a person needs to own the home they live in, that home must have been built before 2008, and they need to have either a Community Services Card or live in an area identified as low income.                 Stimulus Programme for Mini CHP Plants

                In 2008 the BMU started a funding programme, implemented by the BAFA, for small and highly efficient combined heat and power generation installations. The objective of the funding is to increase the use of mini-CHP plants in the heating market segment up to 50 kW by means of investment incentives. Besides SMEs the funding programme is also targeted at freelance professionals, private individuals and municipalities, as well as municipal regional authorities and special-purpose associations.                 Low Income Home Energy Assistance Program (LIHEAP)

                The Low Income Home Energy Assistance Program (LIHEAP) is a federal block grant programme that helps low-income consumers pay the costs of heating and insulating their homes in the winter, and cooling their homes in the summer. Through this programme, the federal government in fact provides funding to the states to assist low-income households in meeting their home energy costs, to intervene in times of crisis, and to provide low-cost residential weatherization and other cost-effective energy related repair services.                 EU Cohesion policy: Energy-efficiency heating system

                In January 2021, Croatia received €55 million from the European Regional Development Fund to replace more than 68 km of Zagreb's heating pipes with a more reliable and efficient networks. This major EU project for the capital of Croatia will reduce heat and water losses and will help to ready the system for renewable heating sources. The policy is part of the EU's strategy for greater territorial and infrastructure cohesion.
