On-Road GHG Assessment Tools
On-Road GHG Assessment Tools support and encourage state and local governments to estimate future GHG emissions from the on-road portion of the transportation sector, plan future emissions scenarios and targets, and find strategies to mitigate these effects. Examples tools include EPA's MOtor Vehicle Emission Simulator (MOVES) tool and DOT/Federal Highway Administration's (FHWA) Energy and Emissions Reduction Policy Analysis Tool (EERPAT).

The program aims to propose measures to improve the use of low carbon fuels to decarbonize the transport sector. It creates a technical committee to: - Propose integration measures of RENOVABIO, Biodiesel Policy, PROCONVE, ROTA 2030, PBEV, CONPET and other related policy initiatives- Propose measure to improve fuel quality to reduce carbon intensity- Propose a LCA methodology for carbon emissions of several transportation modes- Propose studies for PROCONVE- Propose actions to allow consumers to properly choose their fuels based on the fuel life cycle- Propose studies to expand sustainable and low carbon fuels

Hydrogen is expected to be covered under the China Certified Emissions Reduction (CCER) mechanism (for the voluntary carbon market) that was restarted in 2024 after a 6-year pause. Methodologies for CCER issuance have been published for other clean technologies and it is anticipated that a methodology for hydrogen will be released in 2024
