                Regulations on the efficient use of energy in buildings

                The energy building code establishes technical requirements for constructing nearly zero-energy buildings, focusing on the thermal envelope, technical building systems, renewable energy sources, and e-mobility infrastructure. It sets energy efficiency indicators, including primary energy needs and renewable energy ratios, and mandates documentation like technical reports and energy performance certificates. Certain buildings, such as temporary structures, are exempt from these requirements.

                Energy Efficiency and Endogenous Energies (E4) Programme

                The former E4 Programme (Energy Efficiency and Endogenous Energies) launched in 2001, established goals concerning the exploitation of renewable energy sources (RES) for power (and thermal) generation, which were consistent with the EU Directive on renewable electricity (2001/77/CE), under which Portugal has to aim to deliver 39 % (including large hydro) of its gross electricity consumption by 2010.                 In order to shield domestic consumers from the effects of the energy price crisis, the Lithuanian government enacted further subsidies for natural gas and electricity consumption for the first semester of the year 2023, reaching EUR 330 million for power and EUR 198 million for gas supply in 2023.

                Energy Efficiency Obligation

                In 2014, Malta introduced energy efficiency obligations targeting energy savings between 2014 to 2020 of 111.6 GWh in final energy. This policy covers residential gas and electricity. Eligible energy efficiency measures include installing smart meters and rising block tariffs. Monitoring and verification appears to be top-down evaluations of energy consumption before and after measures. The obligated party is Enemalta Corporation which is the monopoly distributor.                 Electromobility Guarantee

                The Modernisation Fund in the Czech Republic aims to enhance energy efficiency and promote renewable energy projects. With a substantial increase in funding, the program supports nearly 1,600 projects, including heating, photovoltaic systems, and energy savings in energy-intensive industries. It also benefits households through the HOUSEnerg programme, part of the New Green Savings subsidy scheme. The fund has significantly boosted the installed capacity of solar power plants and contributes to substantial CO2 emission reductions, aligning with the country's climate goals and energy self-sufficiency efforts.
