                Duty of negotiations on third party access to district heating networks

                In July 2013 the Energy Act was amended to include a duty for district heating licensee to negotiate if they receive an enquiry from a third party on delivery or access to the district heating network. This amendment was done to facilitate efficient use of heating resources. The duty to negotiation is not a duty to receive deliveries from third parties or to grant third party access.

                Wood Energy Programme

                For domestic heating, the programme seeks to maintain the same national wood consumption by 2006 and to improve the energy and environmental efficiency of wood combustion. It includes a communication plan for supporting best practices in wood combustion for public/privates operators. Quality labels have been established with manufacturers for wood devices.
