Mandatory energy audits and energy management systems (I005)
Legislative basis in §§12–14 of Act No. 321/2014 on Energy Efficiency. Under Directive 2023/1791, enterprises consuming more than 85 TJ annually must implement a certified energy management system by 11 October 2027. Enterprises consuming more than 10 TJ must carry out an energy audit by 11 October 2026. Implemented by the Slovak Innovation and Energy Agency (SIEA).

An economist and career diplomat since 1991, Ambassador Sarquis has worked in the fields of economics, finance, international trade, investment, and development. He has also authored papers and taught undergraduate and graduate courses in these fields.He is currently Brazil’s representative to the OECD and other international economic organisations in Paris. Previously, he was Secretary for Foreign Trade and Economic Affairs and G20 Sherpa (2020-2023) and Vice President and Chief Risk Officer at the New Development Bank (2018-2020).Ambassador Sarquis holds a PhD and a MSc in Economics from the London School of Economics and Political Science (LSE) and a BSc in Electronic Engineering from the Polytechnic School of the Federal University of Rio de Janeiro (UFRJ). He is also a graduate of Brazil’s diplomatic academy - Instituto Rio Branco.

Package to Counter the Effects of Inflation and to Strengthen Energy Independence
In response to the global energy crisis, the Lithuanian government partially compensated the rise in gas and electricity prices from July 2022 through direct monetary transfers to households and businesses- notably the most affected sectors. In 2013, the Polish government introduced an energy efficiency obligation which targets energy savings of 2 645 Mtoe between 2016 and 2020. The obligation covers all sectors except transport. Electricity, gas and district heating are the fuel targets. Obligated parties include electricity, natural gas and district heating companies selling to final consumers, members of a commodities exchange and commodity brokerage houses. Eligible energy efficiency measures include a long list of eligible measures based on the Annex of Energy Services Directive (e.g. building fabric; heating system; appliances; lighting; waste heat recovery) excluding behavioural measures.
