Gas shipper obligation (GSO)

(Massachusetts) Gas Leaks Act
…removing leak-prone infrastructure; estimated costs; rate change requests; and a description of customer costs and benefits. After filing the initial plan, the gas company must provide a summary of progress to date and its next five-year work plan every five years. If the plan is preliminary accepted in whole or in part by the department, the gas company can begin recovering the estimated costs of projects included in the plan from May 1 of the following year. The gas company is required to report project information and costs to demonstrate compliance each year on or before May 1.

Increase in AUTOvoucher discount programme
As part of its March 2022 package entitled "New measures to offset rising energy prices", enacted in response to the global energy crisis, the Portuguese government increased its EUR 0.10/litre fuel subsidy (AUTOvoucher) to EUR 0.40/litre (maintaining the maximum of 50 litres/month) for the month of March 2022. The support is directly provided in participating gas stations. When consumers use an eligible bank card, a corresponding AUTOvoucher benefit is credited to their bank account. In total, consumers can get a monthly benefit of 20 euro.The AUTOvoucher scheme was ended in April 2022.

Royal Decree No. M / 18 - The petroleum products trade system
The petroleum products trade system aims to regulate all aspects of commercial activity related to trade in petroleum products, including use, sale, transport, storage, distribution, import and export. This includes crude oil and its derivatives, including: jet fuel, kerosene, gasoline, diesel, fuel oil, and asphalt. Product priced by state is limited to fuel use for burning purposes while feedstock applications would have to adhere to international prices. The law requires persons to obtain a permit from this ministry before exporting or importing any petroleum products or materials containing priced or unpriced petroleum products. Law No. 196 of 2017 for Gas Market Activities Regulation
…modification, renewal, suspension, cancelation of licenses needed to carry out Gas Market Activities, identifying general liabilities and requirements by which the licensees shall adhere; setting the methodologies for the calculation of tariffs for gas facilities; following-up and monitoring licensees in practicing the Gas Market Activities in order to regularly evaluate their performance.
It also states that licenses issued by GasReg shall include provisions to adhere to optimal use of energy resource, to health, safety and environment laws and requirements, to gas market laws and regulations, and any information or data required by the GasReg with regards to the license. -

Carbon tax rise suspension
As part of its October 2021 "Extraordinary package of measures on fuels" enacted in response to the global energy crisis, the Portuguese government suspended the planned increase in its carbon tax on fuels from November to the end of March 2022, resulting in an effective price reduction of EUR 0.05/litre. The measure was later extended until the end of 2022.

The Plan identifies strategic interventions for the government to pursue in the energy sector. In the petroleum sector, these initiatives include actions aimed at improving natural gas utilisation and commercialisation, including by prohibiting flaring and venting of natural gas, discouraging re-injection of natural gas (unless it results in increased benefits to the associated operations) and developing a viable domestic petrochemical industry based on natural gas.
