Colorado Oil and Gas Methane Intensity Verification Protocol

Energy Strategy of the Russian Federation for the period up to 2035
The Strategy sets priorities of the state energy policy, tasks and key measures for the development of the energy sector. A few measures related to methane abatement are mentioned, including rational use of associated petroleum gas and minimizing the volume of its flaring alongside an overall goal for reduction of greenhouse gas emissions. One of the indicators of the Strategy is a "coefficient of efficient utilisation of associated petroleum gas" (%) which is targeted to increase from the current 85.1% (in 2018) to 90% in 2024 and 95% in 2035.

Recommended Guideline for Greenhouse Gas and Carbon Intensity Accounting Frameworks for LNG/Hydrogen/Ammonia Projects
In 2023, the Japan Energy and Metals National Corporation ('JOGMEC') issued the Recommended Guideline for Greenhouse Gas and Carbon Intensity Accounting Frameworks for LNG/Hydrogen/Ammonia Projects (“CI Guideline”). The guideline suggests a transparent method for calculating GHG emissions and CI containing methane, based on multiple existing international standards. For methane emission measurement, the guideline recommends a bottom-up approach (gas sampling, imaging with an infrared camera at the site, etc.) for measurement from individual emission sources, and a top-down approach (using satellites and drones) for measurement from sites or regions.

Continuation of the reduction of the Tax on Petroleum and Energy Products (ISP)
As part of its April 2022 "New measures to contain the rise in energy and agri-food prices" package, the Portuguese government extended its temporary reduction of the Tax on Petroleum Products (ISP) for gasoline and diesel, until the end of 2022 before being gradually phased out in 2023.The tax reduction corresponds to a 10% VAT reduction (from 23% to 13%), and is applicable to gasoline and diesel.

2022 Comprehensive emergency measures to address soaring crude oil and commodity prices
…subsidies for low-income families (JPY 50,000 /child); -transfers to subnational authorities in the form of Extraordinary Regional Revitalization Grants local governments would redistribute to households and businesses being hit by soaring electricity and gas prices; - Partial gas and electricity price caps.The subsidies for gasoline, electricity and gas were extended in November 2023. On June 21, 2024, the Prime Minister announced the extension of subsidies for fuel prices until the end of 2024, as well as the reintroduction of subsidies for electricity and gas prices from August to October. The subsidies are being phase down since January 2025.

Hydrogen Energy Supply Chain (HESC) project
In January 2022, the HESC project pilot phase demonstrated the extraction of clean liquid hydrogen from Latrobe Valley coal and shipped overseas to Kobe in Japan. The project is now in the feasibility phase. Funding: $50 million awarded in 2018 for the pilot program delivery (delivered January 2022); $7.5 million announced in 2022 towards $184 million pre-commercialisation (feasibility) phase - conditional on Victorian Government also committing $7.5 million. The decision to move to commercial production will be made in the 2020s, with operations targeted in the 2030s.
