Deliberation by the Energy Regulation Commission of 21 January 2021, approving GRTgaz's investment program for 2021
…of natural gas transmission network must submit annual investment programs to the Energy Regulation Commission (Commission de Régulation de l’Énergie) for approval. This aims to ensures that the necessary investments are made for the proper development of the networks and that access to them is transparent and non-discriminatory. Regulated entity GRTgaz sent its 2021 investment program on November 2020 for approval. This included a program to reduce its methane emissions by 67% by 2030, based on the following four lines of action.· Reduction of fugitive leaks from vents (improvements on seals and isolation valves);· Recovery of gas from…

Ministerial Decision No.20/2016 - Regulations for the Management of Climate Affairs
…of the permitting process, projects are required to monitor and report their greenhouse gas emissions annually; use efficient, less energy-consuming and low GHG emission technologies during the design and the operation of projects; submit a plan to increase green space; and to undertake all necessary adaptation measures to protect their business from the impacts of climate change. Furthermore, the regulation states operators shall use renewable energy as a mitigation option based on its techno-economic benefits. This regulation also requires the Directorate-General of Climate Affairs to create and maintain a national inventory of greenhouse gas emissions; assess environmental impacts…

Joint Declaration from Energy Importers and Exporters on Reducing Greenhouse Gas Emissions from Fossil Fuels
…methane in the coal sector to the fullest extent practicable, including through pre-mine drainage, coal mine methane destruction, and ventilation air methane destruction. For the oil and gas sector, it calls for the adoption of policies and measures to eliminate routine venting and flaring and to conduct regular leak detection and repair campaigns in upstream, midstream, and downstream operations. It further calls for policies and measures to improve the accuracy of methane emissions data, and affirms the need to enhance greenhouse gas inventories, including through improving data availability and through direct measurements at source level for gas and oil.

Final Rule for Oil and Natural Gas Operations
The Environmental Protection Agency issued a final rule that aims to sharply reduce emissions of methane and other harmful air pollution from oil and gas operations, including from existing sources nationwide. The rule aims to prevent an estimated 58 million tonnes of methane emissions from 2024 to 2038, an 80% reduction below the estimate emissions that would occur without the rule. Key provisions of the rule are listed below.New Source Performance Standards The rule establishes standards for new sources to regulate greenhouse gases (GHGs) and volatile organic compounds for the crude oil and natural gas category, pursuant to the Clean…

Green Gas Support Scheme and Green Gas Levy
The Green Gas Support Scheme (GGSS) provides tariff-support for biomethane produced via anaerobic digestion and injected into the gas grid. Producers will receive tariff payments for a 15-year lifetime. The GGSS is funded by the Green Gas Levy, which applies to all licensed fossil fuel gas suppliers. The GGSS launched on 30 November 2021 and is open to applicants until 31 March 2028.

Proposed Amendments to the Federal Methane Regulations for the Oil and Gas Sector
These proposals are intended to amend the 2018 Regulations Respecting Reduction in the Release of Methane and Certain Volatile Organic Compounds (Upstream Oil and Gas Sector) under the Canadian Environmental Protection Act, 1999. These regulations are designed to ensure the observance of Canada's methane emissions reduction target for the oil and gas sector of a 40-45% reduction below 2012 levels by 2025 and at least 75% reduction below 2012 levels by 2030.The proposed amendments target key sources of emissions and introduce new management, mitigation and compliance approaches. Venting hydrocarbon gas is prohibited except under limited circumstances. All…

…oil and gas well production and compressor stations and consider adopting more stringent versions, including: * semi-annual LDAR (previously, some lower emitting facilities were inspected only once a year); * regular inspection of transmission and compressor stations; * installation of continuous emissions monitoring systems (CEMS) at facilities with large potential emissions, multi-well facilities, and those in proximity to occupied dwellings; and * emissions reductions requirements from pneumatic devices. The Colorado Air Quality Control Commission issued updated rules in response to this statute, in December 2019, September 2020 and February 2021. They will be undertaking an additional rulemaking hearing later in 2021 to…
