                Concessions for District Heating

                District heating is regulated by the Energy Act. All district heating plants with a total heat capacity exceeding 10MW are obliged to have a district heating concession. A concession is also necessary for the municipality to make connection to the district heating system mandatory for all new buildings in the geographical area covered by the concession. District heating installations included in the system of mandatory connection to a grid are not permitted to charge a higher price than for the equivalent amount of electrical heating in the same area.                 Air Conditioning System Inspections

                A periodic inspection is mandatory for air conditioning systems with an effective rated output above 12kW. This mandate applies to 300000 systems in France, which is 10% of the stock.The obligation falls to the owner of the system and has to be completed every five years. The first inspection must happen during the year in which a new system is installed or an old one is replaced.The inspection includes a document inspection and a on-site inspection during which the inspector assess the output of the system according to the cooling needs of the building and gives some…

                Regulations for oil-fired installations (Règlement grand-ducal du 7 octobre 2014 relatif aux installations de combustion)

                Regulation concerns:

                - solid and liquid fuels combustion installation from 7 kW to 20 MW

                - gaseous fuel combustion intallation from 3MW to 20MW

                 

                The regulation specifies that installations from 7kW to 1MW using solid fuel must have a minimum combustiong efficiency of 85% (are excluded space heating installation not connected to the heating network).

                New installations using solid fuels from 1MW to 20MW must have a minimum combusting efficiency of 90%.

                 

                For liquid fuel combustion installation minimum combustiong efficiency levels are:

                - 90% for installation from 7 to 50 kW

                - 91% for installations from 50kW to 20MW
