Monitoring and reporting: Producers and permit holders are required to maintain daily records of gas flaring, venting and fugitive methane emissions. In addition, permit holders are responsible for the provision and installation of metering equipment used for measuring disposed gas pursuant to their permit. The Regulations also stipulate reporting requirements for data, including natural gas wasted by deliberate venting, incomplete combustion, and fugitive emissions. Many local distribution companies have participated in the program and demonstrated voluntary emission reductions. As of January 2021, Natural Gas STAR program partners reported the reduction…

Price control in the Iberian Electricity Market (MIBEL)

In May 2022, the Portuguese and Spanish Council of Ministers simultaneously approved a one-year price mechanism for reducing wholesale electricity prices on the Iberian Electricity Market (MIBEL). The "Iberian Mechanism" aims at limiting the cost of fossil-fuel plant power production. Electricity producers are compensated for the difference between market prices for natural gas and a gas price cap. This cap is set at EUR 40/MWh in the first 6 months, before its level increases by EUR 5 per month, eventually reaching EUR 70/MWh .The European Commission approved in June this exceptional and temporary measure.

(NOTE: General permits are issued to each source but they apply the same standards to all sources in a category.) In 2018, GP-5 was updated, in part to directly target methane; the previous version, issued in August 2013, only regulated methane indirectly.    GP-5 sets facility-wide emission limits for VOCs and other pollutants (but not methane directly) (Sec. 10). It requires permittees to notify local authorities when installing new components (Sec. 11); record emissions; and submit an annual report that is certified…
