                Executive Decree 21-330,2021

…330 of 2021 sets out the conditions for granting exceptional authorizations for gas flaring. Requests for exceptional gas flaring shall be submitted by operators or contracting parties to National Agency for the Development of Hydrocarbon Resources (ALNAFT) and Hydrocarbons Regulatory Authority (ARH) beforehand. Flaring operations imperatively required for safety reasons are not subject to a request for prior authorization for gas flaring. The annual allowable gas flaring threshold, under normal operating conditions, is set at a rate equal to one percent (1%). In cases where ALNAFT judges, on the basis of a report of circumstances, that infrastructure allowing gas recovery…

                Chongqing gas subsidy scheme

The Chongqing municipality implemented a targeted energy subsidy scheme for SMEs and individual businesses, in the form of a minimum 5% support rate for gas bills for May and June 2022.  The scheme excludes high energy consumption companies, companies using gas as major production resources, gas-fired power plants, gas suppliers, and CNG gas stations, while some sectors (hotels and restauration, culture and tourism, transports, wholesales and retail, and other service industries) are prioritised as beneficiaries.

…charge on methane emitted by oil and gas companies who report emissions under the Clean Air Act. The charge applied to facilities that emit over 25,000 metric tons of carbon dioxide equivalent per year and exceed applicable waste emissions thresholds. The charge did not apply to wells permanently plugged in the previous year or to emissions caused by an unreasonable delay in environmental permitting of transmission pipelines. The Program further provided USD 1 550 million for the Environmental Protection Agency to fund and provide technical assistance for methane abatement in the oil and gas sector (including USD 700 million…

Reduction and changes in natural gas transmission tariffs

In order to shield domestic consumers from the effects of the global energy crisis, the Natural Gas Economy Council of Israel lowered the transmission rates of the Natural Gas Routes Company (Natgaz) by 17.2%. The Council also introduced a new systemic tariff meant to finance the modernisation and decarbonisation of the domestic natural gas industry. Both tariff changes are expected to represent a cumulative cost reduction of 11% when passed on to final consumers.
