(Alberta) Mines and Minerals Act
…to cover certain post-closure costs. The Act also declares that coalbed methane is a natural gas and at all times belongs to the Crown. Natural gas and coal are distinct substances under the principles of the Act and therefore leased separately. Part 2, section 65(2) provides that the Minister, on the recommendation of the Energy Resources Conservation Board (ERCB) that it is necessary to do so for safety or conservation reasons, may authorise the lessee of a coal lease to recover natural gas, including coalbed methane, contained in a coal seam in the location of the coal lease…

Greenhouse Gas Reporting Program (GHGRP)
…a plan for monitoring, reporting and verifying CO2 sequestered underground. Once the plan is approved, facilities report basic information on CO2 received for injection, data related to the amounts of CO2 sequestered, and annual monitoring activities. The GHGRP also collects information regarding GHG emissions from the supply of fossil fuels in the United States. This includes methane emissions from the oil and gas industry (subpart W for upstream operations, transmission, storage and distribution; subpart Y for refineries); and emissions from underground coal mines (subpart FF), such as methane concentrations in mine ventilation air and methane volumes released from degasification systems.

(Colorado) Senate Bill 21-264 Clean Heat Targets
…Companies are required to report their 2015 carbon dioxide and methane emissions separately. They are allowed to use recovered methane to account for no more than 1% reductions in 2025 and 5% reductions in 2030. Methane emissions include ones leaked from the transportation and delivery of gas from the gas distribution and service pipelines, as well as coal mine methane.Small gas distribution utilities, defined as providing gas services to under ninety thousand retail consumers, are not required but may submit their “clean heat plan”, with no stringent emission targets set by the bill. The commission should approve or modify…
