Dan Dorner
Head of the Strategic Initiatives Office. Dan Dorner took up his duties as Head of the Strategic Initiatives Office at the International Energy Agency in December 2022. Previously, he was Head of Secretariat for the Clean Energy Ministerial (CEM), a global forum tasked with accelerating clean energy transitions. Mr Dorner’s involvement with the IEA goes back more than a decade, having worked as a lead author for the Agency’s flagship World Energy Outlook report and serving as the Executive Director’s Sherpa to the United Nations. Over the years, he has also held a variety of positions in the British government, serving as the UK’s Head of International Energy and as a senior adviser and analyst at the Treasury Department.

Climate Change Response Act- Emissions Trading Scheme
…forestry, liquid fossil fuels, stationary energy, industrial processes, agriculture, and waste. Owners of coal mines producing or stockpiling more than 2,000 tonnes of coal per year are required to participate in the scheme. The Government updated NZ ETS unit supply settings in August 2025, setting an emissions cap of 89.4 Mt CO₂-e for 2026-2030 and a provisional cap of 40.7 Mt CO₂-e for 2031-2035. Auction volumes of 16.9 million NZUs will be available over 2026-2030, and price control mechanisms (floor and reserve prices) remain in place and are indexed to inflation.

Inflation Reduction Act 2022: Sec. 13502 Advanced Manufacturing Production Credit
…phase out period for critical minerals production as part of the One Big Beautiful Bill Act. The credit will be reduced: By 25% for critical minerals produced in 2031By 50% for critical minerals produced in 2032By 75% for critical minerals produced in 2033; andEliminated for 2034 and beyond. Producers of critical minerals will be required to limit the sourcing of goods from "prohibited foreign entities." Tax credits for wind energy components will not apply to any components produced and sold after 2027. Additionally, metallurgical coal was added as an “applicable critical mineral” and will receive a production credit through 2029.

…will reach more than 1.2 billion kW.The updated NDC also indicates that China will research and implement an action plan to control non-CO2 GHG emissions; and continue to improve the technical system for monitoring, reporting and evaluation of non-CO2 GHG emissions. In particular, measures will be taken to effectively curb methane emissions from coal, oil and gas mining, such as rational control of coal production capacity, increase of gas extraction and utilization rate, control of volatile organic compound emissions in the petrochemical industry, encouraged use of green completions, and application of technologies for recovering associated gas.
