                EU regulation on the reduction of methane emissions in the energy sector

                (Alberta) Specified Gas Reporting Program

                Alberta’s Specified Gas Reporting Program has collected facility greenhouse gas emissions data since 2003. In 2005 (for 2004 emissions data collection), Alberta harmonized its Specified Gas Reporting Program with the Government of Canada’s Greenhouse Gas Emissions Reporting Program. Since then, Alberta has jointly collected greenhouse gas data from Alberta’s largest industrial emitters with the Government of Canada. Alberta facilities report their emissions data to Environment and Climate Change Canada through the federal reporting program and the results are forwarded to the Alberta Climate Change Office, allowing both provincial and federal reporting requirements to be satisfied.

                Exceptional regime allowing certain gas consumers to return to regulated tariffs

                In an effort to protect domestic consumers from the effects of the global energy crisis, the Portuguese government enacted in September 2022 a temporary and exceptional regime allowing final gas customers with annual consumption less than 10,000 m3 to return to the regulated tariff regime for the sale of natural gas, whose gradual phase out had been decided in 2011. This measure translates into a loss of VAT revenues for the Portuguese State.

To abate methane emissions, the regulation introduces a stricter legal framework in the gas, oil and coal sectors, in order to limit methane leaks, venting and flaring.The proposal establishes an enhanced monitoring, reporting and verification regime (MRV) that requires all operators to submit annual reports of their source-level methane emissions.                 Standardised electronic bidding procedure for domestically-produced natural gas

                The policy aims to provide standard procedure for sale of natural gas in a transparent and competitive manner through e-bidding, in order to create a market-based price discovery mechanism for domestically-produced gas.

                This policy is set to bring uniformity to the bidding process and to avoid ambiguity. Affiliate companies are allowed to participate in the bidding process, to facilitate more competition in the gas exchange market.
