Hydrogen Mechanism (platform to support market development and for supply-demand connection)
The H2 Mechanism aims to accelerate hydrogen and derivative markets (including ammonia, methanol, and eSAFs) to support industrial and transport decarbonization. It targets infrastructure developers and financiers, offering a transparency and matchmaking platform—no funding is provided.
It will run 3–4 rounds per year, with separate calls for supply and demand. Demand will be aggregated by location to help suppliers identify opportunities.

This measure is a temporary energy-affordability intervention introduced in response to sharp increases in oil prices linked to Middle East instability. The government announced a petroleum price-cap framework under the Petroleum Business Act, using pre-crisis refinery supply prices as the base and adjusting them with international petroleum product prices and taxes. International Working Group to Establish a Greenhouse Gas Supply Chain Emissions Measurement, Monitoring, Reporting, and Verification (MMRV) Framework
…will encourage and prefer measured data over modeled data and estimations, technology neutrality with respect to approaches for measurement of emissions and independent third-party verification from accredited and technically qualified certifiers. Ultimately, this these actions will improve the accuracy and representativeness of the reported data.The MMRV Working Group is set to work through 2024 and invites the input of global and local industry, environmental and technical stakeholders and the oil and natural gas industry to develop appropriate guidance, protocols and tools for voluntary use in natural gas markets. The Working Group may eventually expand to include other hydrocarbons.

Temporary Social Support for Propane consumers Law- 2021/2022 Temporary propane subsidy
In an effort to protect domestic consumers from the rise in international energy prices, the government of Guatemala enacted a temporary subsidy scheme for propane, from December 2021 to February 2022. Support amounted then to GTQ 8 for a 10 pound cylinder, GTQ 16 for 20 pounds, GTQ 20 for 25 pounds and GTQ 28 for 35 pounds.The scheme was extended and the subsidy increased in March 2022 and October 2022, until the end of November 2022. The most recent subsidy enacted is GTQ 0.80/pound for 10, 20, 25 y 35 pound cylinders.

Waste Emissions Charge for Petroleum and Natural Gas Systems
